Position Summary & Responsibilities

Position Summary:

This position is responsible for performing all duties through a team approach to risk management that addresses criminogenic indicators and needs, The team approach involves evaluating risk factors in order to make decisions regarding facility/cell or work assignments, referrals to services, and the level/type of supervision, and to develop comprehensive release plans for residents who are within one year of release. The work of this position requires ongoing proactive communications and interaction with residents that is designed to apply cognitive programming to disrupt, rather than reinforce, antisocial behavior and inappropriate reactions to situations. This position generally handles mor difficult cases and may be required to cover the unit in the absence of the Unit Team Manager.

Job Responsibilities may include but are not limited to the following:

  • Maintain a list of upcoming scheduled releases; review the release on a regular basis; identify high risk residents and make recommendations about strategies to address the risk/need of these residents; establish a method for tracking releases; and communicate with unit team to ensure that release and reentry plans are prepared for residents scheduled for release. This includes providing technical assistance to counselors in support of developing the plans; following up on plans; tracking plans; communicating with parole about plans; and helping to develop resources needed to develop the plans. Maintain open communication and contact with unit team to remain informed on the progress of release plans being developed. Serve as a liaison between Kansas Prisoner Review Board and unit team and parole staff related to release plans. Convene multi-discipline teams as appropriate to support release plans. Coordinate release and reentry planning with various specialized programs and positions and assist unit team and residents in applying for services through those programs and services.
  • Support the development of release plans by working with residents on plans. This includes conducting reentry interviews, particularly on high risk residents; working with residents who are preparing to see the parole board to ensure they have a release plan in place; following up on resources issues with community providers and parole; addressing special needs of residents, such as mental health treatment needs, medication, housing, financial, identification, and so forth. Address pending detainers with facility staff, residents, law enforcement agencies, prosecutors and courts, as necessary, to attempt to resolve those that can be resolved in advance of release. Also take responsibility for the final contact with the resident as he leaves the facility, including addressing his release plan, reporting instructions, details about housing as necessary, details about medication, treatment or other services as needed, details about identification issues as needed, details about detainers as needed, review of any registration requirements including reviewing the notice of obligation to register. Identify resources needs for reentry and release planning; work with community and services providers, volunteers, families, and other supports, to address resource needs, in individual cases, and from a system perspective. Work with providers, agencies, and parole to schedule sessions, individually, or group, for residents to address issues related to reentry and release planning.
  • Distribute proposed release plans to the Kansas Prisoner Review Board, victim services and parole, for response; and coordinate any follow up necessary based upon the responses, including issues related to special conditions; issues related to victims; and working with unit team for alternative plans when proposed plans are disapproved; also coordinate the flow of information between these entities to ensure the release plans are processed and all concerned are informed about the plan and its status. Responsible for monthly classroom instruction on release planning to residents in Pre-Release Program. Facilitate a monthly Parole Interaction session for residents within 60 days of their release.


Qualifications

Education: A bachelors degree with major coursework in criminal justice, the social sciences, or the behavioral sciences

Licensing & Certification: Driver's License

Minimum Qualifications: A bachelor’s degree with major coursework in criminal justice, the social sciences, or the behavioral sciences, and one year of experience working with offenders in corrections, parole, or law enforcement. Additional experience may be substituted for the required education as determined relevant by the agency.

Preferred Qualifications: Substitution for Bachelor's Degree: Completion of 60 semester hours of coursework from an accredited college or university, to include 12 hours in corrections, criminal justice or behavioral sciences and two years of experience in the field of adult corrections.

Post-Offer, Pre-employment Requirements: Must take and pass a drug screening test approved by the Division of Personnel Services. Must pass a physical exam, background investigation and submit a State of Kansas Tax Clearance Certificate.
