Social Services Manager:
The Capital Area Private Defender Service (“CAPDS”) is a Managed Assigned Counsel program that handles the vast majority of indigent defense cases in Travis County. CAPDS uses a holistic defense model, placing the client at the center of the representation. We use a team-based interdisciplinary approach where social workers, experts, investigators, and immigration counsel collaborate with the defense attorney to enhance the quality of indigent defense services. As a part of this system, the holistic defense team provides social work services to clients who are facing criminal charges. Social workers work alongside assigned counsel, as part of the defense team. They advocate for clients in the court room, collaborate with prosecutors, judges, pre-trial services and probation representatives to obtain the best possible outcome for clients. At CAPDS, we believe in treating each client holistically and looking beyond just their case but focus on their individual psychosocial needs. We are looking for someone who is organized, has strong communication skills, leadership experience, program implementation and management experience, and likes working as a part of a team.
The Holistic Defense Social Work Supervisor oversees and provides supervision for a team of licensed social workers, case managers, and social work interns. Develops, implements, oversees and coordinates all social work functions performed by assigned staff in compliance with all relevant division and grant policies and procedures. Provides consultation regarding social work practice. Conducts social work quality assurance and ensures compliance with licensure requirements for staff. Collaborates with community partners. Works closely with the Director of Holistic Defense to develop new systems to ensure effective and efficient service delivery.
Job Duties:
· Conducts management and supervisory functions of social work team.. Oversees social work involvement in staffing, training and employee development and performance management. Monitors and ensures compliance with current licensure of all licensed social worker staff, including required continuing education.
· Maintains a small caseload of clients; provides advocacy, mitigation, and connection to resources as appropriate with clients’ needs and goals.
· Educates and trains attorneys, judiciary, and the community about the holistic defense model.
· Facilitates and supports the development of community resources by providing consultation to upper administration, other department staff and community partners/coalitions regarding identified and unresolved service gaps and barriers.
· Establishes and implements social work goals and outcomeNs and maintains an accurate reporting of participants receiving social work related services. Conducts research, plans programs, develops and recommends internal policies and procedures to elevate the delivery of holistic defense services.
· Conducts social work quality assurance and program oversight consistent with client goals, program/grant policies and procedures and licensed social worker professional standards. Provides performance input on quality and efficiency of mitigation and case management.
· Researches, develops and trains on “best practices” in the area of holistic defense, mitigation, and related social work areas. Facilitates and coordinates staff development on holistic defense, mitigation, case management and related practices.
· Assists in preparing and conducting reports and presentations to policy makers, stakeholders and the community.
· Provides professional and technical consultation and assistance to department staff and community providers on social work intervention, holistic defense, and case management strategies.
· Collaborates directly with community networks and providers to address basic needs service delivery and promote increased client self-sufficiency.
· Performs other job-related duties as assigned.
Minimum Qualifications:
· Master’s degree in Social Work from accredited program (LCSW preferred).
· Significant social service experience including at least two (2) years of mid-senior level supervisory or management experience working with a range of services and programs.
· Case management, counseling, or crisis intervention experience.
· Positive attitude, team player, self-starter with lots of initiative.
· Prior criminal justice experience preferred but not required.
· Ability to work in a fast paced environment.
· Any combination of education and experience that demonstrates the required knowledge, skills, and abilities to perform the duties and responsibilities of this role.
· Must have valid Texas Drivers License and reliable transportation.
