II. Job Summary

This position is responsible for coordinating/providing employment services for Minnesota Family Investment Program participants. This position is responsible for demonstrating a working knowledge of and ability to perform comprehensive services for persons reentering the labor market to include assessments, educational and career coaching and laddering, connection to internal and external supportive services, traditional & non-traditional job placement, facilitation of intake and general case management duties. To perform this job successfully, you must be able to carry out each essential duty satisfactorily.

III. Core Job Functions

The MFIP Employment Counselor performs a wide range of duties including but not limited to the following:

  • Effectively utilize external and internal databases (Workforce One, ECF, MEC2, ClientTrack, MAXIS) and meet 100% of state and county requirements. *
  • Provide employment leads to participants and MFIP staff.
  • Effectively and respectfully communicate with Hennepin County program representatives. *
  • Provide case coverage and MFIP counselor support, as necessary.
  • Follow all HIPPA standards and ensure that client confidentiality is maintained in all settings.
  • Monitor the accountability of participants and act responsively to the needs of employers, education sites & participants in relationship to program contracts, regulations and policies.
  • Coordinate and connect participants with job and financial readiness education opportunities, internal and external opportunities.
  • Ensure the overall integration and maintenance of participant caseloads in MFIP and all Emerge programming/opportunities available to participants.
  • Attend and participate in all program, site, and agency staff meetings.
  • Complete followups for the MFIP program in ClientTrack.
  • Coordinate with Hennepin County to ensure proper coding and transfer of clients on Family Stabilization Services (FSS).
  • Complete monthly quality control checks and provide information to staff.
  • Perform any other tasks and duties necessary in order for the agency to meet its mission.

IV. Position Requirements

Education and Experience

BA degree in Human Services or related field preferred or equivalent combination of post-secondary education and experience.

One year of work experience in employment & training, human services, and/or MFIP preferred.

GCDF certification preferred, must be obtained within one year of employment.

  • Demonstrated skills in Microsoft Office 365, including Word, Excel, PowerPoint, and Outlook.

  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.

  • Skilled in coaching and supporting participants in enrolling and completing education/training and/or obtaining and retaining full-time employment.
  • Ability to retain a working knowledge of participant-specific needs related to limited English proficiency, basic needs, immigration, transportation, disability status, and career development.
  • Knowledge and sensitivity to psychosocial, economic, and physical conditions affecting MFIP participants.
  • Skilled in the provision of accurate, detailed, and results-oriented case management services.
  • Ability to keep accurate and complete records and complete tasks by appropriate deadlines.
  • Ability to navigate multiple internal and external databases.
  • Ability to travel between multiple agency locations.

V. Working Conditions And Environment

ECTC: Incumbent will have a private office/designated workspace in a typical office environment. The building is multiple floors and fully accessible and is smoke-free. Work will include regular local travel. Working hours are generally Monday through Friday, 8 am-5:00 pm, but will include occasional evening and weekend hours. The noise level in the work environment is usually moderate, sometimes loud.

CROC: Incumbent will have a private office/designated workspace in a typical office environment. The building is one level and fully accessible and is smoke-free. Work will include regular local travel. Working hours are generally Monday through Friday, 8 am-5:00 pm, but will include occasional evening and weekend hours.
