Position Summary

The Systems Development Manager is responsible for a team of technical personnel consisting of analysts, application developers, and database administrators. The Systems Development Manager’s role is to plan, coordinate, and supervise all activities related to the design, development, and implementation of organizational information systems and software applications as well as maintaining, supporting, and upgrading existing systems and applications. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her development team on issues related to the design, development, and deployment of mission-critical information and software systems. A wide degree of creativity and latitude is required.

Required Education and Experience

  • Bachelor's degree from an accredited college/university in a computer science or related field; and/or the equivalent combination of education and experience.
  • 8 years of software development experience with project management experience
  • Types of experience: Software development and project management. Lead software developer.
  • 2 to 4 years of supervisory experience, including leading a software development team.

Related Knowledge, Skills and Abilities

Knowledge and demonstrated ability to support an electronic health record system; understanding of HIPAA compliance relevant to HER and other software applications; ability to generate a variety of BI reports for business analytics; ability to communicate with leadership and understand business software and reporting needs; thorough knowledge and understanding of comprehensive Management Information Systems; ability to demonstrate SQL/Programming Languages/strong technical skills; ability to manage new and existing IT projects at Horizon. 

Ability to establish effective working relationships with others in levels of the organization; willing and available to work modified schedules (weekends, holidays, etc.) as required; ability to drive and must possess a valid driver's license. May be required to travel to different Horizon worksites during the day based on operational needs or provide admin support at other locations. Regular attendance at trainings and Horizon meetings may require travel to a variety of Horizon sites.
