ROLE
We are seeking an experienced Public Affairs & Outreach Director to support the Work for Warriors North Carolina (WFWNC) program located in Raleigh, NC. In this role, you will lead marketing strategy, digital media management, and brand promotion to increase program visibility, engage partners, and support employment outcomes for National Guard service members, veterans, and eligible family members.

RESPONSIBILITIES
I. Marketing Strategy & Program Oversight
  • Collect market evaluation data from official databases, studies, and reports to analyze trends and inform future marketing strategies
  • Develop creative and innovative marketing campaigns to promote Work for Warriors North Carolina (WFWNC) events, partnerships, and initiatives using both digital and print media
  • Conduct research to develop, implement, and measure marketing strategies aligned with program goals
  • Provide quarterly reports on market analysis and recommend program improvements to the WFWNC Director and Contracting Officer's Representative (COR)
  • Develop and submit ideas for promotional items and giveaways each quarter, designed to attract target audiences
  • Build and maintain partnerships with state and local media organizations to maximize North Carolina National Guard (NCNG) marketing efforts, including scheduling and attending quarterly meetings
  • Track and evaluate marketing performance to ensure strategies support Work for Warriors North Carolina (WFWNC) program objectives
II. Pre-Marketing Approvals & Compliance
  • Submit advertising ideas and products for pre-approval to COR
  • Identify graphic/media products for distribution and submit for pre-approval to the NCNG Public Affairs Office (PAO)
  • Draft press releases for media distribution and submit to WFWNC Director or NCNG PAO for pre-approval before publishing
  • Ensure that contract employees, Recruiting and Retention Battalion (RRB), and PAO are aware of upcoming conference dates and are equipped with necessary marketing materials
  • Develop distribution plans to ensure equitable allocation of marketing materials across all regions of North Carolina
III. Digital Media Management
  • Oversee WFWNC website content to ensure information remains accurate, current, and effective
  • Forward website inquiry data such as leads and enlistments to appropriate personnel for processing
  • Implement and optimize digital marketing strategies, including search engine optimization (SEO), across WFWNC website and social media platforms
  • Manage WFWNC social media platforms including Facebook and LinkedIn
  • Post a minimum of 15 times per event at optimal days and times to increase exposure
  • Provide monthly analytics reviews of website performance
IV. Media Production & Distribution
  • Coordinate all hard copy media press stages through printing vendors
  • Publish and distribute only approved media to authorized distribution channels
  • Ensure no additional cost to the government for media production or distribution
  • Create pre-approved brochures, pamphlets, and informational materials annually
  • Provide materials to WFWNC employment counselors and stakeholders for distribution
V. Post-Marketing Evaluation & Reporting
  • Receive and review After Action Reports (AARs) from contract employees and COR to assess advertising and marketing effectiveness
  • Measure and document Return on Investment (ROI) for marketing programs and campaigns, capturing both positive and negative outcomes
  • Prepare quarterly marketing ROI reports and AARs for submission to WFWNC Director and COR
VI. Administrative & Program Coordination
  • Share calendar with WFWNC Director and COR at the start of employment
  • Update shared calendar with meetings, events, outreach activities, and networking sessions
  • Collaborate with internal teams, clients, and external stakeholders to support coordinated marketing services
  • Organize work activities to meet program requirements and deadlines
  • Maintain confidentiality and authorized release of Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) information
  • Follow regulations and guidance outlined in WFWNC Standard Operating Procedures (SOP)
VII. Networking & Outreach Events
  • Attend at least four hiring and networking conference events annually within North Carolina
  • Foster business relationships and build future hiring opportunities, subject to approved travel authorization

KNOWLEDGE & SKILLS
  • Knowledge of market research methods and data analysis for marketing strategy development
  • Knowledge of digital marketing practices (e.g., search engine optimization (SEO), website management, and analytics)
  • Knowledge of graphic design principles and media production for marketing collateral
  • Knowledge of privacy and data protection protocols (e.g. HIPAA, Privacy Act)
  • Knowledge of standard office procedures
  • Ability to interpret general direction and execute tasks independently
  • Ability to work as a team member, manage time, and prioritize workload with little or no supervision
  • Strong organizational and communication skills (written and verbal)

BACKGROUND
  • Experience managing social media platforms and content scheduling preferred
  • Experience coordinating marketing events, conferences, and networking activities preferred
  • Experience coordinating with external media partners, vendors, or agencies preferred
  • Experience building partnerships with state and local media organizations preferred
  • Experience using the Microsoft Office Suite proficiently required
  • Experience using various software programs to maintain database files and prepare reports required

EDUCATION
  • Bachelor's degree or three (3) years demonstrated practical experience in Marketing, Advertising, Communications, and Public Relations required
