Definition of Responsibility
The Blueprint for Maryland’s Future provides educational opportunities to prepare all students to be college and career ready by the end of their 10th grade year. To prepare students for success in college, career, and in life, the Blueprint for Maryland’s Future Career Counseling Project Manager will work collaboratively with internal and external stakeholders supporting and advancing the project objectives through the Memoranda of Understanding (MOU) and tracking progress towards project completion.

This position requires extensive knowledge and skills and will work closely with our partners at Baltimore County Public Schools and the Community College of Baltimore County.

This position will lead the Department of Economic & Workforce Development’s career navigation team and support staff in the implementation of programs and activities related to the project.

Funding for this position is provided by the 10-year Blueprint for Maryland’s Future fund, ensuring resources to make a meaningful community impact.

Job Purpose
Reporting to the Director of Economic and Workforce Development through the Deputy Director of Economic and Workforce Development, this professional leadership position is responsible for overseeing the agency’s Blueprint for Maryland’s Future program.

Essential Job Duties

  • In coordination with partners, establish a strategic plan that aligns with the vision and goals for The Blueprint for Maryland’s Future law to ensure students have the knowledge and skills to complete entry-level credit-bearing college courses and work in high-wage and high-demand industries.
  • Hire, train, supervise, and evaluate career navigators, fiscal manager, office administrator, and other key program staff.
  • Collaborate with inter-departmental and inter-agency teams to seamlessly connect students with specific workforce development opportunities, experiences, and training activities.
  • Maintain up-to-date knowledge of available training and education programs including entrance requirements, competency requirements, and performance outcomes.
  • Engage in ongoing professional development to stay apprised of current labor market trends; local workforce needs; education and training opportunities.
  • Provide ongoing training and guidance to program staff.
  • Design and present customized programs and workshops for a diverse group of learners and staff, including students ages 11 through 21.
  • Coordinate regularly scheduled convening of program implementation teams.
  • Participate in meetings with school-based staff, BCPS CTE staff, business partners, and Baltimore County Government agencies.
  • Participate in Baltimore County Workforce Development Board meetings and training opportunities.
  • Regularly consult with the Senior Advisor for Education and Workforce Development to ensure full compliance with law and integration with workforce and education programs across the County.
  • Contribute to the development of local policies and procedures necessary for the effective delivery of programs and services in compliance with federal, state, and local laws and regulations.
  • Oversee the compliance and reporting requirements of the grant program.
  • Assist in preparing and managing the annual budget.
  • Provide regular (weekly/monthly/ad hoc) status reports to Department and County leadership, the Workforce Development Board, MOU partners, and external stakeholders.
  • Collect and analyze data for program effectiveness.
  • Maintain confidential records and comply with all federal, state, and local laws governing data privacy and safety.

Qualifications

Preferred Education
Graduation from an accredited college or university with a bachelor’s degree.

Equivalent training and experience will be considered.

Preferred Experience
At least three years of management and supervisory experience, preferably in K – 12 or workforce development.

Ability to work on site and travel to multiple schools and business/stakeholder locations as part of routine duties

Must have a valid Driver’s license and reliable transportation.

  • Ability to establish rapport with staff and co-workers, develop and maintain effective working relationships with public, community partners, business representatives, and students.
  • Strong and effective spoken and written communication skills with ability to prepare and present clear and accurate reports and project proposals.
  • Ability to work under stringent deadlines and handle simultaneous assignments.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
