The Agency of Digital Services (ADS) Enterprise Project Management Office (EPMO) is seeking a skilled and collaborative Business Analyst II to join our team. As an IT Business Analyst, you will help enable positive change by defining and modeling processes and requirements within the context of formal projects and identify and apply appropriate business analysis tools and methods throughout the project lifecycle to support achieving business objectives and benefits.
Other examples of work include:
- Gathering user requirements via interviews, workshops, site visits, and other methods.
- Work with stakeholders and project team to prioritize collected requirements.
- Analyze and verify requirements for applicability, consistency, completeness, and conformity to standards.
- Manage and track the status of requirements throughout the project lifecycle.
- Create process models, specifications, and other diagrams.
- Identify and document business rules.
- Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
The ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer-service oriented, and has excellent verbal and written communication skills. The candidate has some experience in the use of MS Visio as well as project and software development tools such as Azure DevOps or Jira. He/she brings a foundational understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the Agile Manifesto and scrum techniques, and has experience successfully applying those standards in a variety of project frameworks. Preference will be given to candidates who hold one or more IIBA Certifications.

As of July 12, 2026, the step 1 rate for pay grade 24 will be $29.73 per hour and the step 15 rate will be $46.49 per hour.
