Clinical Director (LCSW) – Administrative & Clinical Leadership

Job Summary

Under the direction of the CEO/COO, the Clinical Director is responsible for the full integration of clinical services, program operations, regulatory compliance, and staff performance across all residential and outpatient programs.

This role combines clinical leadership with administrative social work functions, ensuring that all programs operate effectively, meet regulatory standards, achieve performance targets, and deliver high-quality client care. The Clinical Director is accountable for translating agency strategy into consistent, measurable execution at the program level.

Responsibilities

1. Clinical Leadership

  • Oversee the delivery of clinical services across all programs to ensure quality, consistency, and adherence to evidence-based practices.
  • Supervise Program Directors, clinical supervisors, medical/nursing staff, and counseling staff (LMSW, CASAC, etc.)
  • Provide guidance on complex clinical cases and programmatic decision-making.
  • Ensure timely and accurate completion of clinical documentation, treatment plans, and progress notes.
  • Maintain standards of care consistent with agency policies and regulatory expectations.

2. Administrative & Operational Oversight

  • Direct daily operations of residential and outpatient programs to ensure efficient and effective service delivery.
  • Establish and monitor workflows, staffing alignment, and service structures.
  • Identify operational gaps and implement corrective actions to improve performance.
  • Ensure coordination across clinical, compliance, and administrative functions.
  • Eliminate siloed decision-making and ensure leadership alignment across departments.

3. Staff Supervision & Performance Management

  • Supervise and evaluate Program Directors and key clinical staff.
  • Establish clear performance expectations, productivity targets, and accountability measures.
  • Monitor staff productivity (e.g., individual counseling, group services, peer services, MAT, census)
  • Lead recruitment, hiring, onboarding, training, and retention efforts.
  • Address performance issues and implement corrective actions as needed.

4. Compliance & Regulatory Oversight

  • Ensure compliance with all applicable regulations, including OASAS, OMIG, Medicaid, NYC DOHMH, and other governing bodies.
  • Oversee documentation standards and audit readiness across all programs.
  • Lead and implement corrective action plans (CAPs) in response to audits or identified deficiencies.
  • Participate in and provide leadership to Compliance and Quality Improvement Committees
  • Ensure policies and procedures are current, implemented, and consistently followed.

5. Quality Assurance & Program Improvement

  • Monitor program performance and client outcomes to ensure continuous quality improvement.
  • Conduct regular reviews of documentation, service delivery, and program effectiveness.
  • Establish and track key performance indicators (KPIs)
  • Ensure that identified issues are addressed through structured follow-up and resolution.

6. Financial & Program Performance Oversight

  • Participate in program budget development, cost control, and financial planning.
  • Align staffing models and service delivery with financial sustainability.
  • Monitor program utilization, revenue targets, and service output.
  • Support leadership in identifying opportunities for program growth and efficiency.

7. Strategic Planning & External Relations

  • Participate in agency strategic planning and implementation initiatives.
  • Support program expansion, certification, and sustainability efforts.
  • Represent the organization to regulatory agencies, funders, and community stakeholders.
  • Develop and maintain partnerships with external organizations and referral sources.

8. Organizational Leadership

  • Serve as a member of the Executive Team
  • Attend and lead meetings, committees, and agency initiatives.
  • Set program goals and evaluate overall service success.
  • Prepare reports, presentations, and updates for executive leadership and board-of-directors level review.
  • Ensure execution of agency initiatives from planning through implementation.

Requirements

  • Licensed Clinical Social Worker (LCSW) required.
  • Advanced CASAC (CASAC-Advanced) preferred.
  • Minimum of five (5) years supervisory experience in behavioral health
  • Demonstrated experience in program operations, compliance, and staff management.
  • Thorough knowledge of OASAS regulations and behavioral health program requirements
  • Strong leadership, organizational, and decision-making skills

Pay: $90,000.00 - $100,000.00 per year
