Position Description:

Harris County Precinct 4 seeks a Social Work Program Manager. This position is an integral part of the External Affairs Division . The successful candidate will work collaboratively to manage and support social workers and the social work internship programs within Precinct 4. Overseeing constituent short term case management, action plans, and crisis interventions, with a client centered holistic approach through a human centered design lens, while also growing the program to align to best practices and support the needs of the precinct.

Job Duties and Responsibilities:

  • Facilitate interns’ orientation, training sessions, and ongoing professional development opportunities
  • Ensure the program meets accreditation requirements and educational standards.
  • Coordinate the placement of social work interns in appropriate settings based on their interest and skills with the precincts needs.
  • Provide direct supervision and mentorship to social work interns, ensuring they receive appropriate guidance and support.
  • Address and resolve any conflicts of challenges that arise during the internship process.
  • Evaluate the effectiveness of the internship program through feedback from intern’s field supervisor and educational partners.
  • Coordination with academic institution’s needs, reports, recruitment fair needs, and evaluations in a timely manner.
  • Ensure the internship program provides a meaningful experience that aligns with educational objectives and the operational needs of the department.
  • Responsible for ensuring the program complies with county regulations and meets target outcomes.
  • Evaluating program effectiveness, making recommendations for improvement and executing those approved improvements.
  • Oversee Social Workers processing of constituent inquiries by phone, text, chat, email, or other mediums.
  • Manage Social Workers utilization of motivational interviewing, active listening, and a person-centered, trauma-informed approach to assess constituents’ needs, assist with problem-solving, and administer pre-screenings and eligibility assessments as applicable.
  • Ensure teams provide constituents with accurate, relevant appropriate information and referrals according to constituents identified needs.
  • Ensure teams assist constituents with the identification of underlying needs beyond the initial request.
  • Ensure team maintains accurate documentation of all constituents’ interactions (calls, texts, chat, etc.) according to operating policies and procedures and workflow processes.
  • Develop and maintain sound working knowledge of workflow processes and systems including call transfer protocols and familiarity with local, regional, and statewide resources, projects, and programs.
  • Work in compliance with key performance indicators, metrics, and quality assurance standards and ensure individual and team performance standards are met.
  • Assist with closing the loop with follow up communication, emails, letters, field visits, action plans, and surveys.
  • Responsible for ensuring operational coverage by team providing established approved schedules for each shift and filling in for social work team as needed.
  • Ensure team demonstrates inclusivity and objectivity in all interactions and a high standard of professionalism, including a commitment to protecting constituent privacy and confidentiality.
  • Attend internal and external stakeholder meetings, trainings, events, as assigned.
  • Assess and gain an understanding of regional community dynamics, needs, and issues by coordinating, building, and cultivating relationships with community members, agencies, and organizations.
  • Develop an understanding of policy priorities and communicate clearly regarding policy issues affecting the Precinct 4 community, while also looping in the appropriate internal stakeholder for a holistic service approach.
  • Build coalitions with a variety of stakeholders to grow relationships, expand partner bases, provide resources to constituents, and contribute to strategies that will resolve concerns.
  • Capture and utilize data in decision-making and constituent action planning as needed.
  • Utilize technology including the case management software system for documentation, resource building, collaboration, and reporting.
  • Work on special projects as assigned by direct supervisor or Social Services Director .
  • Adhere to all personnel and operating policies and procedures.
  • Perform other duties as assigned by the direct supervisor and Social Services Director .
  • Participate in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Requirements

Education:

  • Master’s degree in social work (MSW) from an accredited social work program.


Experience:

  • Experience addressing constituent concerns, resource navigating, case management, community engagement, or agency outreach.
  • Experience managing teams, creating systems, programs, coaching, and internship supervision management.
  • Experience working with Social Work Graduate Level University Internship Programs.


Knowledge, Skills, and Abilities:

  • Understanding of social work principles, ethics, and standards.
  • Commitment to creating a supportive and inclusive learning environment.
  • Strong interpersonal, communication and organizational skills.
  • Ability to take initiative to grow the program

Preferences

  • LMSW, LCSW, LMSW-S, LCSW-S to practice in Texas.
  • Bilingual in English and Spanish, Arabic, Vietnamese, Mandarin, Dari, Pashtu, Farsi, Urdu, Amharic, or Oromo
  • Mental Health First Aid Certified
  • Experience with Motivational Interviewing (MI)
  • Three (3) years of experience addressing constituent concerns, resource navigating, case management, community engagement, or outreach.
  • Five (5) years of management experience.
  • Excellent written, verbal, and interpersonal communication skills.
  • Knowledge of social service/human services, and local/regional/state/federal delivery systems and resources.
  • Exceptional listening and problem-solving skills.
  • Exceptional conflict resolution skills
  • Proficiency in Microsoft software applications which could include Outlook, Word, Excel, PowerPoint, ServiceNow, Apricot/Bonterra and Share Point.
  • Strong comfort and familiarity with internet-based programs.
  • Demonstrated ability to work with multiple technologies; and ability to learn new technical skills.
  • Strong organizational skills, and attention to detail.
  • Ability to prioritize competing priorities efficiently.
  • Exceptional customer service skills
  • Ability to work independently as well as part of an interdisciplinary team.
  • Ability to effectively interact with diverse groups, with dignity and respect.
  • Ability to evaluate trends and make suggestions for improvement of community-related programs.
  • Ability to adjust to change and work within a growing system.
  • Ability to grow agency relationships and resources.
  • Ability to demonstrate empathy, servants’ heart, and patience.
