General Definition of Work
Performs intermediate skilled human support work assessing difficult social service needs. Counsels and assists clients. Determines available programs and services, provides services to clients, prepare, and maintain files and records. Preparing reports and related work as apparent or assigned. Work is performed under the limited supervision of the Social Work Supervisor III.

  • Screens and assesses individuals for crisis intervention, emergency assistance, and general assistance programs. Prepares a variety of reports and other types of correspondence. Prepares and maintains files and records and submits required reports to Federal and State agencies. Receives telephone inquiries and/or meets with clients, concerned citizens, family members, and other professionals regarding concerns pertaining to adult and child neglect or abuse issues. Makes regular home visits on adult and family services cases. Conducts assessments to determine eligibility for services. Enters and updates a variety of information into computer system. Completes court ordered home studies, interviews families, parents, and other collaterals. Assesses safety of home, parenting skills, appropriateness of home, and income.
  • Prepare a variety of reports and other types of correspondence. Prepares and maintains files and records. Submits required reports to Federal and State agencies. Receives telephone inquiries and/or meets with clients, concerned citizens, family members, and other professionals regarding concerns pertaining to adult and child neglect or abuse issues. Coordinates in-home aide services and joint visits.
  • Manages foster home licensing and re-licensing. Conducts background investigations for foster home applicants. Checks references on applicants and assists with the completion of the Foster Home Licensing application. Supervises and monitors foster parents and serves as liaison between foster parents and DHHS. Prepares budgets for clients, pays bills for clients, and completes check requests for clients and teaches financial management skills. Develops in-service training for prospective foster parents. Supervises the placement of out of county children who are placed in foster homes.
  • Testifies in court as needed. Serves on committees as assigned. Attends required training.
  • Monitors, coordinates, and administers specific assigned programs including adult services, adult protective services, children’s prevention, etc.

  • Thorough knowledge of department policies and procedures.
  • Thorough knowledge of applicable local, Federal, and State rules and regulations.
  • Thorough knowledge of social, economic and health problems.
  • Thorough knowledge of social institutions and the methods of the helping process.
  • General knowledge of preparing reports and other types of correspondence.
  • General knowledge of the use of standard office equipment and associated software (e.g. NC FAST, OLV, CIPS, and WIRM Portal).
  • Ability to plan and organize work and to understand and interpret laws, policies, and regulations.
  • Ability to solve problems within scope of responsibility.
  • Ability to establish and maintain effective working relationships with clients, associates, court staff, law enforcement staff, mental and medical health providers, social agencies, and the General public.

Physical Activities, Visual Acuity, and Working Conditions for this Position
  • Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles
  • Kneeling - Bending legs at knee to come to a rest on knee or knees
  • Crouching - Bending the body downward and forward by bending legs and spine
  • Crawling - Moving about on hands and knees or hands and feet
  • Reaching - Extending hand(s) and arm(s) in any direction
  • Standing - Remaining upright on the feet, particularly for sustained periods of time
  • Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another
  • Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward
  • Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion
  • Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles
  • Fingering - Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling
  • Grasping - Applying pressure to an object with the fingers and palm
  • Feeling - Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips
  • Talking - Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly
  • Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communications, and making fine discriminations in sound
  • Repetitive Motions- Making substantial movements (motions) of the wrists, hands and/or fingers
  • Sedentary Work- Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices and/or assembly or fabrication of parts at distances close to the eyes
  • None: Employee is not substantially exposed to adverse environmental conditions (typical office or administrative work)

Minimum Qualifications

Minimum Education and Experience:
Bachelor's degree with coursework in social services, or related field and moderate experience in social services or equivalent combination of education and experience.

License or Certification Requirements:


  • Must meet all certification and training requirements as determined by the County and within the specified time frames for the position.
  • Valid NC Driver's License.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.


The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan. Contributions will be matched by the county, up to 1% or their annual base salary.

Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
