Job description:

Wed-Sun 10am - 6pm (Facility will also accept any 8 hour shift from 7am to 7pm)

All LPCCs assigned to Correctional Facilities performing services under this Agreement must meet the following minimum qualifications:

  • Minimum of twelve (12) continuous months of experience within the last three (3) years performing services similar in scope to those defined herein, in a public or private institution. Internship does not count toward the required experience.
  • Must have the required licenses, permits, registrations, and/or certifications as noted below.
  • Education: Completion of a master’s degree program from an accredited school for Licensed Professional Clinical Counselor that meets the requirements stipulated in Business and Professional Code 4999.33.

Service Delivery Requirements:

The Licensed Professional Clinical Counselor (LPCC) shall provide services within the permitted scope of practice and in accordance with Correctional Facilities policies and procedures, under the direction or supervision of the CEO/CME/Supervising Psychiatric Social Worker or designee. LPCC duties and responsibilities include, but are not limited to:

  • Provide consultation and crisis intervention during patient emergencies and be on-call during scheduled workdays.
  • Conduct initial mental health evaluations, including criminal, psychological, and substance abuse history, and make treatment recommendations.
  • Perform suicide risk evaluations, including documentation, chart reviews, and application of risk protocols.
  • Provide crisis intervention, group therapy, and in-person interviews, including at inmate housing units; ability to climb stairs and walk long distances may be required at some facilities.
  • Identify signs and symptoms of psychiatric disorders; consult with medical and institutional staff on diagnosis and treatment.
  • Write clinical reports, develop treatment plans, and document care including participation in IDTT (Interdisciplinary Treatment Team) meetings.
  • Monitor patient progress using approved documentation formats.
  • Perform in-person mental status exams and interviews.
  • Review patient records to assist with diagnosis and treatment plans.
  • Provide health education and assist with resource development for patients.
  • Help patients access entitlement benefits, community programs, and services.
  • Assist with patient transitions between various institutional settings.
  • Conduct pre-release activities including discharge planning and connection to community mental health and addiction services.
  • Perform medical social work functions when necessary.
  • Lead or participate in multidisciplinary meetings and help determine appropriate care levels.
  • Draft and finalize discharge plans.
  • Coordinate with support staff on appointment data and other documentation.
  • Provide reports and consultations to the Board of Prison Hearings and Correctional Facilities staff.
  • Communicate with patients' families or caregivers (with signed consent) regarding patient status.
  • Build therapeutic relationships with patients and families to improve treatment outcomes.
  • Represent the department in both formal and informal settings regarding mental health and addiction matters.
  • Ensure the safety and security of property and materials (e.g., psychological test kits, equipment).
  • Help prevent escapes or injuries by supervising inmate behavior.
  • Offer input for new treatment or training programs.
  • Participate in performance improvement and quality assurance activities.
  • Serve on Unit and Institutional Classification Committees as needed.
  • Comply with mandated reporting laws, including reporting child abuse, elder abuse, or threats of harm.

Vendor Responsibilities Prior to Start of Services:

  • Ensure each LPCC possesses and maintains valid licensure and BLS certification.
  • Submit renewed licenses/certifications to Correctional Facilities at least thirty (30) calendar days prior to expiration.
  • Verify with licensing boards that each LPCC has no adverse actions or disciplinary records; licenses must be active and free of misconduct.
  • Correctional Facilities reserve the right to verify all licensure status and may withhold payment or terminate agreements for non-compliance.
