Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position exists to supervise, provide leadership, and direct the delivery of the Direct Support Worker (DSW) team on provider enrollment processing, plan and develop day-to-day operational activities to ensure the unit complies with state and federal requirements.

The person in this position must possess expertise in current provider enrollment, DSW Billing and coverage business processes to be able to represent Medicaid Payment and Provider Services in all DSW planning and implementation processes.

Responsibilities may include:

  • Supervise and provide leadership for the overall administrative operations across current DSW programs to envision systems, policy and procedural changes which have the potential to improve internal operations of Provider Eligibility and Compliance as well as the Medicaid Payments and Provider Services Division.
  • Provide supervision, expertise and discretion regarding the staff, services, functions, and decisions of the DSW services team within Medicaid Payments and Provider Services Division. Supervise a mix of data management, eligibility, enrollment operations and accountability functions associated with providers enrolling, dis-enrolling and billing for services in the Medicaid Program. Supervise unit operations needed to assist health care providers participating in Minnesota's Medicaid Program.
  • Direct staff while operationalizing DSW Services objectives to achieve established goals by monitoring and reviewing the productivity of unit staff; provide advice and guidance on interpretations of team objectives, systems and procedures.
  • Plan and develop operational activities to effectively and efficiently align resources with unit objectives and goals; setting priorities for the staff; ensuring that operational procedures are developed and revised.
  • Serve as, and represent, Minnesota Health Care Programs at various internal and external stakeholder meetings, as well as department policy committee meetings in order to recommend appropriate action in the areas of project funding, stipulations and program administration related to DSW Services operations.
  • Assist the Provider Eligibility and Compliance Unit Manager during annual and ad hoc audits conducted by the OLA, OIG, and internal audits, by gathering data, responding to auditors, implementing and developing corrective action plans

Minimum Qualifications

Demonstrated leadership experience*
  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead.
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4).
  • Leading a program or chairing a committee (e.g. ERG) - experience must include:

Three (3) years of advanced professional work experience demonstrating the following:

  • Navigating health insurance coverage policies and public health care programs
  • Experience with compliance requirements for health care programs
  • Experience with and an understanding of the provider industry and service provider roles (community-based, institutional, health plans, counties and tribes)

Preferred Qualifications

  • Effective interpersonal and communication skills, including the ability to clearly present complex policy and system information.
  • Self-motivation, flexibility and adaptability needed to plan, organize, and set up an integrated operation having multiple functions.
  • Solid organizational, tracking and planning skills in order to predict, measure, and evaluate outcomes.
  • Global understanding of and ability to apply knowledge relating to Minnesota licensure systems, process, types and applicability.
  • Thorough knowledge of DHS’s MMIS II provider file subsystem and how it affects the processing of provider claims.
  • Understanding of the structure of Minnesota’s health care provider industry and associated provider roles.
  • Understanding of DHS organizational structures, programs and interrelationships with county, federal and other state agencies.
  • Develop and modify administrative policies needed to run an operation having customer interface and large scale data management responsibilities.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
