GENERAL DESCRIPTION
Performs highly complex (senior-level) consultative, technical assistance, and strategic work coordinating regional youth and family services operations, including parole and probation supports, community-based service coordination, implementation of approved TJJD treatment programming and local and regional system of care development.
Work involves coordinating regional and statewide continuum of care development, including strategic planning, regional capacity building, implementation support, training, system integration, and technical assistance. The coordinator is responsible for establishing and strengthening local systems of care for youth and families involved with the juvenile justice system or at risk of involvement with the juvenile justice system, ensuring that services are evidence-based, responsive, and integrated across agencies and providers.
Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call, and travel upwards of 50% of the time (traveling to and from regional meetings, trainings and conferences, TJJD + county + private facilities, local probation departments, regional and county youth-serving system collaboratives, youth-serving agency site visits and meetings, and regional Chief Association meetings).
ESSENTIAL DUTIES
Coordinates regional and statewide continuum of care development, including:
- Strategic planning for juvenile justice and prevention services.
- Regional capacity building to expand service availability.
- Implementation support for new initiatives and models.
- System integration across child-serving agencies and organizations.
- Training and technical assistance for providers and local systems.
- Work directly with youth and families under parole supervision
Establishes and strengthens local systems of care for youth and families in or at risk of juvenile justice involvement, with emphasis on prevention, diversion, community-based service delivery and successful reentry.
Works with youth actively on parole status, to ensure they have effective and responsive re-entry plans and supports the youth and family/caregivers to maximize success upon re-entry.
Coordinates at the county, regional and statewide level with youth-serving agencies including but not limited to TEA, DFPS, HHSC, LMHAs, non-profits, law enforcement entities, juvenile services departments, juvenile courts, faith-based services, universities, workforce development entities, family support service providers, youth prosocial activity organizations, youth and family voice initiatives, and credible messenger organizations.
Actively supports statewide, county, and regional implementation of recommendations from the TJJD OJJDP Continuum of Care report, the 10-year TJJD strategic plan, and the TJJD Regionalization Plan.
Provides training and technical assistance to counties and regions including but not limited to Trust-Based Relational Intervention (TBRI), Dialectical Behavior Therapy (DBT), Texas Model principles, and youth risk and protective factors.
Works in tandem with regional managers to develop youth-centered, community-based diversion strategies and individualized reentry plans. Ensures these plans are aligned with local COC goals and responsive to the availability (or absence) of services in the youth's home. Provides consultation and direction to regional associations for development of regional plans and maximization of TJJD and other state agency resources.
Performs related duties as assigned.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Will be required to travel up to 50% of the time.
Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.
MINIMUM QUALIFICATIONS
Master’s degree with major course work in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, or a related field, and three (3) years full-time wage-earning experience in case/treatment planning, service coordination, placement recommendations, or similar youth or adult justice-related work.
OR
Bachelor’s degree in one of the above fields, and seven (7) years of full-time wage-earning experience as described above.
PREFERRED QUALIFICATIONS
- Seven (7) years of supervisory or management experience.
- Mental health professional licensure with the Texas Behavioral Health Executive Council
- Work experience with state agencies like Health and Human Services, Department of Family Protective Services, Texas Workforce Commission, Texas Education Administration and similar agencies.
Required:
- Valid state driver’s license.
- Completion of Criminal Justice Practitioner (CJP) online course provided through DPS within six months of employment.
Experience and Education Substitutions:
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

- Knowledge of systems of care, evidence-based practices, and trauma-informed care.

- Ability to develop, implement, and monitor strategic plans.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships at all organizational levels.
- Ability to manage budgets and contracts.
- Ability to plan, assign, and supervise the work of others.
- Ability to work extended hours, be on-call, and travel.
