Description

GENERAL STATEMENT OF DUTIES

This position is responsible for directing one of three major components of the Services Division within the Department of Social Services.

DISTINGUISHING FEATURES OF THE CLASS

This supervisory/managerial position involves county-wide responsibility for supervising Social Work Supervisors who directly supervise these program areas: Aging and Adult Services, Information and Referral, and Preventive Services. The program manager provides direct supervision to unit supervisors of the various programs within the assigned area to ensure the delivery of services and compliance with program policies/regulations consistent with the Department's strategic plan.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

  • Participate in the DSS Strategic planning process.
  • Submit budget recommendations for the Services Division managed as reflected.
  • Coordinate resources, policies, and procedures to achieve and maintain countywide service delivery.
  • Review programs, goals, and objectives with supervisors.
  • Provide direct supervision to six social work supervisors and office support supervisors.
  • Careful review of programs/assignments to ensure compliance with standards/regulations; make adjustments or reassign staff based on mandates/priorities.
  • Develop programs and resources to enhance service delivery.
  • Participate in the interviewing and selection process by functioning as a panelist on the interview board.
  • Responsible for writing position descriptions and developing task analyses and interview questions when recruiting for positions. Coordinate all recruitment activities with personnel.

RECRUITMENT STANDARDS
Knowledge, Skills, Abilities

  • Considerable knowledge of methods and principles of casework supervision and training.
  • Considerable knowledge of social work principles, techniques, practices, and their application to specific casework and community problems.
  • Considerable knowledge of laws, regulations, and policies, which govern social work programs.
  • Skills in supervising, training, or orienting social workers, supervisors, or other staff.
  • Ability to express ideas clearly and concisely.
  • Ability to plan and execute work effectively.

Typical Qualifications

MINIMUM QUALIFICATIONS


  • MSW from an accredited school of Social Work and three years of social work or counseling experience, which includes two years of supervisory experience
  • BSW from an accredited school of Social Work and four years of social work or counseling experience, which includes two years of supervisory experience
  • Master's degree in a counseling field and three years of social work or counseling experience, which includes two years of supervisory experience
  • Bachelors degree in a human service field or related curriculum and five years of social work or counseling experience, which includes two years of supervisory experience
  • Bachelors degree from an accredited college or university and five years of professional directly related experience in a human service field, which includes two years of supervisory experience.
  • Must have possession of an appropriate driver's license issued by the State of North Carolina
  • A motor vehicle record (MVR), background check, and drug screening will be conducted on candidates considered for positions
PREFERRED QUALIFICATIONS
  • Prefer North Carolina Social Services experience

Supplemental Information

Residency Requirement
Candidate must reside within a two-hour driving radius of Guilford County to be considered for employment.

Physical Demands

An employee in this position must be able to physically perform the basic life operational functions of walking, fingering, standing, reaching. The employee must be able to perform sedentary work.

Working Conditions

Work consists of office environment. No adverse environmental conditions.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
