Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.



Duties

Social Work Supervisor holds a pivotal position within the Veterans Health Administration, tasked with ensuring the highest quality of care for veterans and their families. Major Duties:

  • The Social Work Supervisor oversees the delivery of clinical social work services.
  • Conducting comprehensive psychosocial assessments, developing individualized care plans, and implementing evidence-based interventions tailored to veterans' unique needs.
  • Ensures services address complex challenges, such as mental health issues, disabilities, terminal illnesses, psychosocial barriers to health maintenance, and the provision of support through individual and family counseling.
  • Developing and implementing policies and procedures, ensuring compliance with regulations and standards, and managing program budgets.
  • Monitors expenditures, allocates resources efficiently, prepares reports, and maintains data on program performance, which are essential for continuous quality improvement and demonstrating the program's effectiveness to stakeholders.
  • The supervisor engages in staff training and development, fostering an environment of continuous learning and professional growth.
  • Effective communication and collaboration among different departments and external agencies. Negotiating and coordinating with stakeholders to address service gaps, enhance program offerings, and ensure comprehensive care for veterans.
  • Build and maintain relationships with local, state, and federal agencies, as well as non-governmental organizations, is essential for expanding the reach of social services and ensuring that veterans have access to a broad network of support.
  • The Social Work Supervisor combines clinical expertise, administrative acumen, and strong leadership skills.
  • This position requires a deep commitment to the well-being of veterans and staff, a comprehensive understanding of social work practices, and the ability to manage diverse responsibilities in a dynamic health care setting.
  • This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
Work Schedule: Administrative Days, 7:30am-4:00pm or 8:00am-4:30pm

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Driver's License.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Supervisory Social Worker, GS-12:

Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs(a document with written demonstration of KSAs must be included with application, see required documents section).
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services.
  4. Ability to provide staff training and development.
  5. Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Preferred Experience: Prior leadership in housing programs, HUD-VASH, or similar case management teams; expertise in homeless services, VA systems, and housing first models; strong skills in supervision, collaboration and program coordination; and familiarity with community resources and evidence based practices for serving homeless Veterans.
