POSITION SUMMARY:

The Psychiatric Medical Director monitors all aspects of Behavioral Healthcare services in a designated region or contract. The Psychiatric Medical Director has authority,  responsibility, and accountability for effecting and monitoring compliance of Behavioral Health services with applicable Federal, State, and local regulations, as well as state or jail contract requirements and ACA/NCCHC standards. The Psychiatric Medical Director coordinates an effective administration of psychiatric services as further described below and provides administrative guidance to site Behavioral Health staff and support of regional management.

RESPONSIBILITIES:

  • Provide onsite psychiatric assessment, diagnosis, and treatment of those patients referred by the medical or clinical services staff.
  • Provide written summaries of history, diagnosis, and treatment course.
  • Oversee the quality and effectiveness of Behavioral Healthcare delivery to the offender patient population.
  • Conduct periodic audits of the quality of Behavioral Healthcare within the region and document according to VitalCore contract requirements.
  • Maintain regular communication with the Statewide Behavioral Health Director and/or site Psychiatrists to discuss Behavioral Health service delivery at each site.
  • Conduct on-site visit with Behavioral Health team at each assigned site, assess overall service delivery, and guide team in improvement process at least annually.
  • Provide clinical treatment and consultation related to the assessment and diagnosis of patients with Gender Dysphoria and patients presenting in need of gender affirming care
  • Chair the Gender Dysphoria Committee and provide consultation and direction in collaboration with multi-disciplinary treatment team to ensure compliance with gender affirming care standards.
  • Review results of all VitalCore CQI and Clinical Programs surveys with regard to Behavioral Health services and provide oversight in the development, implementation, and follow-up monitoring processes.
  • Provide regional level consultation in daily/weekly multi-disciplinary case conferences to identify appropriate action steps towards diagnosis, assessment, and treatment of acute patients.
  • Review Pharmacy and Therapeutics initiatives, including psychotropic prescribing patterns and all Behavioral Health non-formulary requests.
  • Foster positive relationships with the facilities’ leadership.
  • Assist with recruitment of Psychiatrists and contact potential candidates for an interview within 48 hours of notification from the Recruiting Department.
  • Provide Physician Information Program to new contracted Psychiatrists within 30 days of the first day of clinical service and document completion.
  • Coordinate and participate in annual peer review of all contracted Psychiatrists in region.
  • Provide timely feedback, and if appropriate, coordinate a Technical Advisory Panel opinion consultation when required.
  • Monitor outcomes under evidence-based clinical guidelines.
  • Develop strategic plans in collaboration with Regional Managers and Regional Vice Presidents.
  • Monitor compliance of mid-level practitioners’ services against applicable professional laws, regulations, and requirements of the applicable state.
  • Focus on interpretation of data and confirm development of satisfactory and appropriate action plans.
  • Participate in root cause analysis processes related to scope of responsibility.
  • Foster a professional environment and support seamless delivery of services by the site-contracted Psychiatrists, Mid-level providers, Regional Managers and site Health Service Administrators.
  • Develop a list of key individuals to effect optimal communication with client contacts and maintain contacts in accordance with company communication plan.
  • Be available for any ACA/NCCHC accreditation visits.
  • Participate in mortality, morbidity, and sentinel event review as required by VitalCore policy or as requested by management.
  • In conjunction with the Statewide Medical Director, provide psychiatric leadership for the utilization management program in the region.
  • Provide timely feedback in Utilization Management matters including outpatient and inpatient issues (transfers, discharges, disputes).
  • Participate on committees as assigned.
  • Attend meetings and training as directed by facility administration.

MINIMUM REQUIREMENTS:

  • Must be a licensed M.D. or D.O.
  • Extensive experience guiding healthcare within correctional, state hospital systems, or community healthcare.
  • Knowledge of State, Federal, and CMS regulations as well as American Correctional Association (ACA) and National Commission on Correctional Healthcare (NCCHC) Standards.
  • Must be fluent in English language, including reading, writing, speaking, and understanding.
  • Must be a supportive team member, who contributes to and demonstrates teamwork and team concept.
  • Able to make independent decisions when circumstances warrant such action.
  • Able to deal tactfully with personnel, family members, visitors, government agencies/personnel, and the general public.
  • Possess leadership and supervisory ability and be able to work harmoniously with and supervise other personnel.
  • Must not pose a direct threat to the health or safety of other individuals in the workplace

PHYSICAL REQUIREMENTS:

  • This position is primarily in an office environment.
  • Position requires travel to the MADOC sites within the state.
  • Individual is required to perform standing, walking or lifting in this position as needed for tours and audits of facilities.
