JOB PURPOSE:
Under the supervision of the Principal Investigator, the HIV Tester / Counselor is responsible for the administration of HIV tests, pre- & post-test counseling, the entry, aggregation, and maintenance of test data into the program’s EMR. Additionally, as a Data Associate, s/he assists the PI in meeting program requirements by the sponsor, monthly monitoring reports, assisting with Continuous Quality Improvement (CQI) projects, working with other staff in the program, and is responsible for the maintenance of the program workspace, supplies, and equipment.
SUPERVISORY AUTHORITY:
HIV Tester/Counselor & Data Entry Associate reports to PI.
NATURE AND SCOPE:
HIV Tester/Counselor & Data Entry Associate position is a grant funded position, thus is contingent on funding. External contacts include a variety of third-party payers, medical organizations, patients, funders, and other healthcare personnel.
PRINCIPAL ACCOUNTABILITIES:
  • Provide HIV testing and counseling services in accordance with program requirements.
  • Maintain patient confidentiality and follow HIPAA guidelines regarding the information on counseling and testing documents.
  • Collect completed program data collection forms from tester/counselors and keep track of data received and source documents.
  • Enter data into the program database as well as review and make necessary corrections to the information entered.
  • Compile, sort, and verify the accuracy of data entered via communication with those preparing source documents to resolve inconsistencies or missing data.
  • Assist in establishing and maintaining an effective and efficient records management system.
  • Prepare monthly summary reports of the program.
  • Prepare and file weekly staff performance reports and HIV testing performance summary reports.
  • Generate reports and respond to inquiries regarding entered data as requested.
  • Label, track, and manage storage of program supplies as well as provide updates as required.
  • Maintain cleanliness and readiness of the work area in accordance with hospital guidelines.
  • Assist with CQI projects and other related reports.
  • Lead and oversee voluntary staff under the direction of the PI.
  • Perform other job-related duties as assigned by the supervisors.

  • Ability to perform and interpret rapid HIV tests.
  • Ability to manage and maintain large databases.
  • Ability to record test results and correct records.
  • Basic knowledge of data analysis.
  • Proficiency in utilizing Microsoft Excel, Word, PowerPoint, and other related software applications.
  • Knowledge of basic research tools and techniques.
  • Knowledge of medical terminology.
  • Basic understanding of sexual health prevention and sexually transmitted infections.
  • Demonstrated skill in oral and written communication as well as ability to speak clearly.
  • Ability to use good judgment, make sound decisions, and behave with tact, decorum, and diplomacy.
  • Ability to maintain quality control standards.
  • Ability to react calmly and effectively in emergency situations.
  • Ability to read, understand, and respond to oral and written instructions.
MINIMUM REQUIREMENTS:
An Associate of Applied Science (AAS) or a Bachelor’s (BA or BS) degree with at least 1 year of experience in research methodology; or a combination of 3 years of education and experience. Prior HIV testing and counseling experience preferred. Well organized, self-motivated, and ability to manage competing deadlines. English proficiency in editing and writing skills required. Database management (data entry, data summary, data reporting) experience preferred.
Ability to establish and maintain effective and harmonious work relations with faculty, staff, students, and the general public.
