Overview
The Green Mountain Care Board is in search of a Director of Health Systems Finances to work as part of the Board's innovative and dynamic leadership team.
This position designs, prepares, and presents financial analyses of Vermont's health system to Board Members, state legislators, and other stakeholders to inform regulatory policy and decision-making. This position will oversee the Board's health systems regulatory work and manages a team of skilled finance and data professionals.
Class Definition
Managerial, planning and operations work at the executive level managing hospital reporting, budgeting, and analyses of hospital operations and managing insurance premium rate review, including effects on the Vermont healthcare system.
The role encompasses a wide range of planning, financial, regulatory, and administrative functions including acting as the Executive Director's designee in many aspects of insurance premium rate review and hospital health care operations, improvement and compliance activities. Extensive interaction occurs with Board Members, individually and at public meetings; Division Directors; the Vermont Association of Hospitals and Health Systems; a wide range of providers and provider advocates; and other interested parties, including the public at large. Supervision is exercised over a staff of professional, technical and clerical employees and contractors, including actuaries. Duties are performed in a highly independent manner, reporting to the Executive Director and or the Board Chair.
Minimum Qualifications
Bachelor’s degree or higher in accounting, finance, statistics, economics, business administration, or related field AND five (5) years or more of experience with accounting, budgeting, fiscal auditing or analysis, or related field that includes experience managing a major fiscal program or operations.
OR
Seven (7) years or more of experience with accounting, budgeting, fiscal auditing or analysis, or related field that includes experience managing programs, funding sources, or staff.
