Hiring range for this position is $66,768.00 - $79,851.20. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 24.
Lead a high-performing Child Protective Services team managing complex investigations and critical interventions. This role requires exceptional leadership, clinical expertise, and mastery of child welfare law and safety protocols.
General Definition of Work:
This is a high-level, responsible supervisory position directing the guidance, coordination, and delivery of specialized, complex and sensitive child welfare programs and services. Supervisor IV operates with significant independent judgment within federal, state, and county mandates, and is accountable for critical case decisions impacting child safety and family permanency.
Reports To: Social Work Program Administrator or Manager
Staff Supervised: 4 to 7 professional staff, predominantly Senior Social Workers and After-Hours Investigative/Assessment and Treatment (SW-IAT) staff.

Key Responsibilities:
I. Advanced Supervisory Leadership
- Lead, coordinate, and evaluate the daily operations and service delivery of the Child Welfare unit, ensuring compliance with all policies and mandates.
- Provide advanced clinical consultation and mentorship to Senior and After-Hours social workers, specializing in high-risk, complex case scenarios.
- Serve as the final decision-maker on highly sensitive cases, staffing, and difficult case situations, ensuring immediate safety decisions are sound and legally defensible.
- Conduct regular case reviews, hold conferences, and oversee performance evaluations; exercise substantial influence in hiring, disciplinary, and promotion decisions.
II. Program Management & Compliance
- Implement changes in work procedures to meet evolving program demands and present recommendations to management that impact programmatic goals, objectives, and policies.
- Audit and maintain detailed, complex records and reports to guarantee legal compliance and confidentiality across the unit.
- Interpret and provide authoritative guidance on federal, state, and local regulations and procedures to ensure uniform application of law to practice.
- Identify and develop community resources for activities, training, and supportive services; act as a public representative to foster community awareness and support for Child Welfare initiatives.
III. Training & Casework Oversight
- Design and deliver specialized on-the-job training for advanced social work staff, arranging formal training opportunities to enhance clinical skills and legal understanding.
- Strategically assign cases to maintain equitable workload balance, prioritizing complexity and staff expertise.
- Function as the primary subject matter expert in child protective services, providing legal testimony and consultation when required.
- May perform SW-IAT functions as needed to support critical situations and may carry a small caseload of highly sensitive matters.
- Performs related tasks as required to potentially include but not limited to emergency shelter operations.

- Comprehensive and applied knowledge of social work principles, advanced techniques, and practices specific to complex child welfare casework, group work, and community intervention.
- Deep understanding and ability to teach staff on NC Child Welfare policy and mandates, federal laws, and quality assurance standards.
- Proven ability to quickly analyze tense family situations and make critical, high-stakes decisions regarding child removal with limited access to consultation.
- Exceptional ability to testify as an expert witness and use advanced case management interview techniques to motivate resistant clients.
- This position may require participation in an on-call rotation and occasional irregular or non-standard work hours.

- Masters' in Social Work
- Experience working in a (DSS) Child Welfare or Child Protective Services Dept in the State of NC.

Special Requirements

Physical Requirements
- Frequent bending, kneeling, standing, and walking, including the ability to climb stairs quickly during home visits.
- Ability to occasionally lift/exert up to 50 pounds (e.g., car seats, small children), frequently up to 20 pounds, and constantly up to 10 pounds.
- Requires the use of hands for fingering, reaching, grasping, and performing repetitive motions (e.g., keyboarding, paperwork).
- Ability to speak clearly, loudly, and quickly to convey detailed instructions or de-escalate crisis situations.
- Ability to perceive information at normal spoken word levels and make fine distinctions in sound (e.g., detecting signs of distress).
- Required for computer data analysis, operating office equipment, document review, and observing general surroundings and activities (day and night).
Position involves travel and work in various community settings, including areas where there may be heightened safety concerns or isolated locations where immediate access to emergency services may be delayed.
Exposure to bloodborne pathogens is possible, and the worker may be required to utilize specialized Personal Protective Equipment (PPE) and follow established safety protocols.
Requires frequent travel and entry into diverse home environments which may include poor maintenance, unsanitary, or other non-standard living conditions.
This position is safety-sensitive and requires occasional after-hours work and participation in an on-call duty rotation.
