The Organization
 

San Gabriel/Pomona Regional Center (SG/PRC) is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services (DDS) to provide services and supports to individuals with intellectual and developmental disabilities. We proudly serve 30 cities across the Foothill, Pomona, and El Monte Health District within Los Angeles County. Our services span the full lifespan from infants and toddlers, school-age children, and transition-age youth to adults and aging adults. The Position

  

Under the general direction of the Associate Director of Early Childhood Development, the Early Childhood Specialist is responsible for supporting the Individuals with Disabilities Education Act (IDEA) process involving the transition from Part C to Part B for children who transition from early intervention services (Part C, birth-2) to preschool special education services by serving as liaison with Local Educational Agency (LEAs).  Support Early Intervention Service Coordination by maintaining and supporting transition schedules to ensure smooth transitions of Part C to Part B. Assist with collaboration with LEAs to ensure early LEA’s referrals are identified among those specific school districts. Maintain all MOUs for Special Education Local Plan Area (SELPAs) and community partners. Conduct monthly workshops for parents involving the IDEA transition process. This position also supports Regional Center Performance Measures including Child Find and Identification: Increasing the number of children identified for services proportionally to the regional population. Timely Access to Services: Measuring the time from referral to Individualized Family Service Plan (IFSP) meeting. Equity and Cultural Competency: Ensuring equitable access across diverse demographic groups. Family Experience: Measuring satisfaction with services.
 

Essential Job Functions

  • Ensure compliance with applicable laws, regulations, agency policies, and IDEA Part C and Part B requirements, including Child Find and transition timelines.
  • Coordinate transitions from Early Start to preschool services; serve as liaison with LEAs, SELPAs, Head Start/Early Head Start, and community partners.
  • Maintain and manage MOUs with education agencies, vendors, and community partners.
  • Monitor performance measures, reporting requirements, and transition data; support corrective actions as needed.
  • Lead community outreach and interagency collaboration to support early identification and referrals.
  • Coordinate and facilitate LICA meetings, communications, and networking events.
  • Support Early Start reporting, DDS audits, Plans of Correction, and audit documentation.
  • Maintain IFSP documentation, training materials, and departmental resources, including SharePoint content.
  • Perform other duties as assigned in support of departmental and organizational goals.
Requirements:

  

Employment Standards

  • Bachelor’s degree in social services, human services, business administration, or a closely related field required.
  • Minimum of three years of experience working with individuals with developmental disabilities.
  • Master’s degree in a related field may substitute for one year of the required experience.

Other Essential Requirements
 

Employees using a private vehicle for agency purposes must maintain a valid driver's license and minimum liability insurance coverage.


Knowledge and Abilities

  • Knowledge of the characteristics and needs of individuals with developmental disabilities.
  • Knowledge of IDEA, IEP Process, CA. Regional Center system, Early Start regulations
  • Ability to independently plan, organize, and prioritize work; establish goals and objectives, and manage multiple assignments effectively.
  • Strong verbal and written communication skills.
  • Public Speaking experience 
  • Effective problem-solving and conflict resolution skills.
  • Ability to interact professionally and respectfully with individuals from diverse cultural and social backgrounds.
  • Proficiency in Microsoft Word, Excel, PowerPoint, etc., and general word processing software.
  • Bilingual or multilingual proficiency is highly desirable.

Physical Demands & Work Environment

  • 70% of sedentary work is performed in an office environment.
  • 15% light walking field based (Community events, Meetings, Presentations)
  • 10% Driving to and from field-based responsibilities.
  • Clear verbal communication in person and by phone. 
  • Occasional lifting, pushing, or pulling of items up to 30 pounds. 
  • Adequate visual acuity to read documents, use a computer monitor for prolonged periods, and review detailed information. 
  • Work occurs in a typical office setting with standard lighting, temperature, and moderate noise levels. 
  • Employees are expected to follow safe and ergonomic work practices.

Compensation details: 25.6-49.13 Hourly Wage
