Job Summary



Job Summary: Job incumbent provides quality substance abuse services to youth, adults and families including, substance abuse and co-occurring disorders counseling, crisis stabilization, consultation, assessments, prevention, outreach, aftercare, and referral. Provides direct support and guidance to clinical staff in partnership with Addictions leadership.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Representative Duties:
Under the general supervision of the Addictions Clinic Manager, job incumbent will be assigned from the following representative duties:

1. Provide consultation, training and guidance to Addictions clinical staff.

2. Provide individual and group counseling for individuals with substance abuse or co-occurring mental health and substance abuse issues.

3. Complete substance abuse assessments using DSM-5 and ASAM Criteria with the walk-in substance use assessment clinic and with individuals in care.

4. Provide case management to clients to ensure positive treatment outcomes.

5. Develop a treatment plan with special consideration to cross-cultural and substance abuse concerns. Ensures appropriate implementation of treatment plan.

6. Monitor compliance of Intensive Outpatient Addictions Treatment plans to ensure clients receive the recommended hours of direct care.

7. Ensure daily scheduling of Outpatient Addictions Clinic to support staff productivity expectations and meet client needs.

8. Provide transitional counseling.

9. Provide prevention and education services to children, adolescents, adults and elders regarding Substance Abuse and Wellness topics.

10. Provide and receives appropriate referrals to and from other agencies and resources.

11. Provide culturally appropriate modes of service (i.e. Talking Circles) as appropriate.

12. Complete/approve administrative and clinical documentation per policy to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid and other regulatory agencies.

13. Provide ongoing outreach services to communities served.

14. Provide crisis stabilization as needed; complete referrals to on-call clinician as needed.

15. Provide consultation to clinical staff, probation and court system as necessary to ensure quality services. Networks with area professionals to maintain communication systems for follow-up and referral.

16. May be requested to provide data, complete reports, and attends/facilitates relevant clinical and administrative meetings.

Other Responsibilities:

1. Maintain close collaboration with TCC Behavioral Health programs, Medical Services, and social service providers.

2. Other job related duties as assigned.


Minimum Qualifications



Minimum Qualifications:

1. Bachelor’s degree from an accredited university in Psychology, Counseling, Human Services or related field. This requirement may be met by a combination of professional experience and relevant training.

2. Must be certified in the State of Alaska as a Chemical Dependency Counselor Supervisor (CDCS) with four (4) years of experience at this level.

3. Must have high quality customer service skills including verbal and written communication, coordination and relationship to enhance client outcomes.

4. Must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention.

5. Experience working in Rural Alaska villages preferred.6. Must pass background check pursuant to the State of Alaska Background Check Program federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills & Abilities:

1. Experience with substance use service provision; treatment dynamicsl treatment planning; treatment coordination; crisis stabilization; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide substance abuse treatment providers.

2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.

3. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.

4. Strong verbal communication, analytical and interpersonal skills required.

5. Must have initiative and prioritizing skills.

6. Must work as part of a team providing quality care.

7. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

Supervision:
This position may supervise a small team of up to 3 addictions counselors.

Physical demands: Village travel is required to meet clinical need. May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physical travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and sometimes stressful environment.
