Qualification Requirements:

  • LCSWs assigned to Correctional Facilities must meet the following minimum experience requirement:

A minimum of twelve (12) continuous months of experience within the last three (3) years performing services similar in scope to those defined herein, in a public or private institution. Internship does not count toward the required experience.

  • All LCSWs must have the required licenses, permits, and/or certifications as noted.
  • Patient-inmate healthcare is of paramount importance. Accuracy in communications is critical to ensure timely and correct care is provided. Therefore, any LCSW providing services through this Agreement must be proficient in the English language and able to communicate effectively with Correctional Facilities. All LCSWs must be able to understand oral and written communication and write effectively in English. Any LCSW who fails to meet these minimum qualifications shall not be permitted to perform services. The Institution’s CEO/CMH or designee shall state in writing the reason(s) the LCSW does not meet minimum qualifications and submit this to the Vendor Manager and the Correctional Facility Medical Contracts Management Team.

After notification of failure to meet minimum qualifications has been provided, Correctional Facilities shall not pay the Vendor Worker for any additional hours worked that are identified as not meeting the minimum qualifications.

Service Delivery Requirements:

Under the direction of the Senior Psychologist, Supervisor, Supervising Psychiatric Social Worker and/or the Chief of Mental Health (CMH), the Licensed Clinical Social Worker (LCSW) provides mental health services to mentally ill inmates/wards. Clinical social workers maintain order and supervise the conduct of patient-inmates/youths, protect and maintain the safety of persons and property, and perform related work. The LCSW must be able to work in conditions that require all of the following essential functions:

a. Periodically serve as clinician-of-the-day by being available for on-call during scheduled workdays for patient emergencies.
b. Conduct initial mental health evaluations, including criminal, psychological, and substance abuse case history, to assess the inmate’s current needs and make treatment recommendations.
c. Conduct clinically sound suicide risk evaluations, including clinical review, applying suicide risk assessment protocols, pertinent chart reviews, proper documentation, and necessary consultations.
d. Meet with mentally ill patient-inmates/youths for crisis intervention, group psychotherapy, face-to-face interviews, etc. May be required to provide clinical interviews at cell fronts. Some housing units may require stair climbing and long-distance walking.
e. Identify relevant signs and symptoms of psychiatric disorders to assess, diagnose, and manage presenting symptoms comprehensively.
f. Write clinical reports regarding diagnoses and prognoses and develop treatment plans aligned with standard practices.
g. Consult on complex cases with supervisors, treatment team members, Correctional Facility institutional healthcare personnel, and other divisions.
h. Document all care provided, including face-to-face contacts and participation in Interdisciplinary Treatment Team (IDTT) meetings.
i. Monitor inmate progress using Correctional Facility-approved mental health documentation formats.
j. Apply community standards of non-medical treatment modalities and maintain ethical practices.
k. Perform mental status exams (MSE) during clinical interviews.
l. Examine previous mental health records, institutional records, probation and court documents to assist in diagnosis and treatment plan development.
m. Conduct mental health education and develop resources for mentally ill and sex offender patient-inmates/youths.
n. Assist patient-inmates/youths in applying for entitlement benefits (e.g., SSI), community programs, and services.
o. Facilitate transitions between institutional settings.
p. Perform pre-release functions, including education and transition planning to county and community mental health programs.
q. Perform medical social work functions as needed, especially in CTC settings.
r. Participate in IDTT meetings.
s. Compile and analyze audit data related to mental health program requirements.
t. Provide documentation and updates (e.g., appointments, no-shows) to support staff for data entry.
u. Provide written reports and consult with the Board of Prison Hearings and other Correctional Facility staff.
v. Share information with relatives/caregivers only upon supervisor approval and with a signed release of information.
w. Develop therapeutic relationships with patients, families, and caregivers as assigned to support effective treatment.
x. Represent the department at formal and informal events related to clinical social work and mental health matters.
y. Protect and maintain safety and security of property, including equipment and testing materials; document unusual occurrences.
z. Maintain order and supervise patient-inmates to prevent escape or injury.
aa. Contribute to and help implement new treatment, training, or rehabilitation programs.
bb. Adhere to California laws and Correctional Facility regulations, policies, and procedures regarding patient confidentiality and documentation.
cc. Meet mandated reporting requirements, including reporting child/elder abuse, danger to self or others, Tarasoff, and other applicable laws.
