- Establish and maintain intergovernmental relations between the City and a variety of agencies and organizations including the Inland Empire Utilities Agency, various water districts, the Chino Valley Chamber of Commerce, the Chino Valley Independent Fire District board, the Chino Valley Unified School District board, and others.
- Serve as a liaison to, and field representative for, the City Council; attend events with, and on behalf of, the Mayor and City Council members.
- Organize meetings with citizens and other interested participants to gather broad-based community input on various issues and to identify community needs.
- Lead employee committees, plan special events, and complete special projects, as assigned and assist in the coordination of the City's public art program.
- Track and monitor pending legislation affecting local government and serve as a resource on related policy matters.
- Provide legislative support (research, policy development, staff reports, correspondence, legislative updates, meeting preparation).
- Review, track, and prepare reports on legislative and regulatory proposals, coordinate with other departments to analyze and recommend a City position based on adopted City policy, staff input, and committee and City Council direction.
- Research and respond to grant opportunities, prepare reports and outreach publications, and develop correspondence, summaries, and technical reports; support grant strategy including prospecting, applications, compliance, reporting).
- Perform research and analysis on administrative, fiscal, and operational issues; interpret data, identify alternatives, and provide well-supported recommendations.
- Respond to inquiries from the public, outside agencies, and internal departments; maintain databases and recordkeeping systems; and ensure compliance with City and mandated safety regulations.
- Coordinate community recognition programs, such as the Home Beautification and Business of the Month, and the participation of elected representatives in City functions.
- Builds and maintains strong community partnerships through clear communication, exceptional customer service, and positive collaboration with residents, City staff, elected officials, boards, and commissions.
- Understands the organization and function of public agencies, including the role of the elected City Council and appointed boards and commissions, and can effectively communicate City programs, policies, and initiatives to the public.
- Organizes complex projects and information effectively, maintaining accurate records, preparing clear reports, and using sound judgment and modern technology to meet deadlines in a dynamic municipal environment.
- Reviews, tracks, and prepares reports on legislative and regulatory proposals; coordinates with other departments to analyze and recommend a City position based on adopted City policy, staff input, and committee and City Council direction.
- Assists with tracking and reporting of federal, state, regional, and local government relations issues potentially impacting the City, its policies, and operations.
- Education: Equivalent to associate's degree from an accredited college with major coursework in business administration, public administration, marketing, communications, or a related field. A bachelor's degree is highly desirable.
- Experience: Three (3) years of increasingly responsible experience providing legislative and administrative support to an executive, administrator, or elected official. Experience in community relations, public sector administration, government affairs, or legislative affairs is highly desirable.
- Experience conducting policy research and preparing briefing materials, staff reports, and correspondence, including analysis of fiscal and operational impacts.
- Strong written and verbal communication skills, including public speaking and the ability to convey complex information clearly to diverse audiences.
- Experience developing and supporting grant applications, including coordination, compliance, and reporting.
- Strong analytical skills with the ability to interpret legislation, funding sources, and data to inform decision-making.
- Employees may be required to work overtime, weekends, evenings, and holidays as needed to meet operational needs.
- Mobility to work in a standard office setting and use standing office equipment, including a computer.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and over the telephone.
- The ability to lift, carry, push, and pull materials and objects averaging a weight of 10 pounds.
