POSITION SUMMARY/JOB PURPOSE:

The Mental Health Services Manager provides administrative supervision to staff providing Medical Services, Case Management, Assertive Community Treatment (ACT), Children and Adolescent Services, Psychosocial Rehab, and Clerical services. This position is responsible for ensuring quality clinical care and monitoring and interpreting data to ensure efficient utilization of PermiaCare resources for the Mental Health Clinic.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

EDUCATION, EXPERIENCE, OTHER QUALIFICATIONS:

Education Required: A Bachelor's degree from an accredited college or university with a major in psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human growth and development, physician assistance, gerontology, special education, educational psychology, early childhood education or early childhood intervention or a bachelor's degree with at least 30 hours of coursework in the previous fields.

Experience Required: At least 1 year of supervisor experience.

Registration, Certification, Licensure or other Qualifications Required:

  • Must maintain a valid Texas Driver's license, auto liability insurance and a driving record acceptable to PermiaCare's insurance requirements.
  • Required to pass criminal history and background checks as well as pre-employment drug screen.
  • Must obtain QMHP certification within 6 months.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervise and monitor daily work of mental health staff.
  • Monitor and ensure quality of clinical documentation including service notes, assessments, recovery plans, etc.
  • Monitor, track and ensure staff meet productivity standards as defined by PermiaCare.
  • Monitor billing reports while working to solve any identified deficiencies.
  • Provide direct care in the absence of direct care staff and/or other supervisors when necessary.
  • Monitor and ensure appropriate utilization of PermiaCare funded inpatient psychiatric beds.
  • Provide staff training in accordance with PermiaCare and State promulgated guidelines.
  • Collect and distribute to the COO or designee the following information:
  • Concurrent review ? prescribed vs delivered events
  • Productivity by employee, cost center, and procedure code
  • Contributing data elements including, but not limited to: concurrent documentation, lag time, note audit quality scores, etc.
  • Review and adjust workflows to ensure maximum efficiency and effectiveness.
  • Ensure compliance with PermiaCare Performance Contract standards.
  • Monitor data tracking worksheets on a weekly basis to ensure staff are on track to meet monthly service targets.
  • Maintain service intensity in spite of staff turnover.
  • Assist in developing meaningful and varied programming for clients in rehabilitative services.
  • Develop and maintain manuals for program functions as appropriate.
  • Profile for and take necessary action to detect and eliminate fraud in the workplace.
  • Review and/or approve purchase orders, PTO requests and travel requests in a timely manner.
  • Ensure staff meet or exceed thresholds for minimum hours.
  • Develop proactive management processes to detect and resolve performance problems.
  • Ensure CCHBC and DPP measures are being conducted, collected and reported correctly.
  • Ensure that CCBHC and DPP measures are achieved in accordance with established targets.
  • Respond to crisis requests and management after hours as needed.
  • Meet unit performance measures or targets.
  • Enter accurate and appropriate documentation of services within timeframe required.
  • Maintain confidentiality of sensitive records and treatment information, client files and protected health information in compliance with HIPAA, laws, rules and regulations, and established procedures.
  • Maintain regular and reliable physical on-site attendance. Regular attendance, dependability, and promptness are required for the scheduled work day 100% of the time, to ensure consistency and completeness of program's processes.
  • Comply with the Abuse, Neglect, and Exploitation policy and reporting requirements.
  • Adhere to the Code of Conduct and Standards of Behavior policy requirements.
  • Establish and maintain effective work relationships with individuals served and their families, supervisors, co-workers and visitors by demonstrating cooperative, courteous and respectful behavior at all times.
  • Communicate regularly with supervisor.
  • Open and process mail/email in a timely manner.
  • Answer phone, collect phone messages and respond to requests timely and accurately.
  • Maintain safe and clean working environment by complying with procedures, rules and regulations.
  • Perform all work functions and interactions using a trauma informed approach.
  • Display professionalism when representing PermiaCare and the program in the community.
  • Maintain compliance with legal requirements and company policies and procedures.
  • Maintain valid and current driver's license, auto insurance, acceptable driving record and reliable transportation at all times. Driving may be required for this position.
  • Complete all training as assigned prior to due date.
  • Other duties as assigned.
  • Plan, organize, assign, supervise, review, and evaluate the work of assigned employees.
  • Participate in the hiring process and termination process of assigned employees, including recommending selection of staff to hire.
  • Complete employee corrective actions as needed and in a timely manner.
  • Communicate regularly with assigned employees.
  • Ensure compliance for performance evaluations for assigned employees.
  • Perform approval of timesheets on time.
  • Develop, implement, and monitor new and revised operational policies and work procedures.
  • Monitor caseloads of assigned staff and assigns work accordingly.
  • Coordinate with Human Resources to respond to employee concerns or complaints.
  • Establish expectations and provide employee performance feedback on an on-going basis, including ensuring understanding of performance targets and goals.
  • Provide orientation and on-going training, mentoring, and coaching to assigned employees.
  • Maintain quality and quantity of work performed within work unit.
  • Fill in for subordinates when needed to ensure coverage.
  • Assist in resolving emergencies.
  • Identify and resolve workplace problems.
  • Ensure direct reports are aware of adhere to PC policies and procedures.
  • Ensure time is reported accurately.
