About the Role
We are seeking a compassionate, bilingual (English/Spanish), and detail-oriented Foster Care Agency Social Worker to join our team. This full-time position plays a critical role in supporting foster children, resource families, and the overall operations of our agency.
In addition to direct case management and home study services, approximately 25% of this role is dedicated to administrative support to the agency administrator, including work on accreditation-related projects and the development and refinement of office procedures. The position also includes periodic auditing of existing foster care case files to support compliance and quality assurance.
This position requires occasional travel to client homes to conduct interviews with families and children. Candidates should expect occasional evening availability as needed.
Licensure Eligibility — AMFT, ACSW, or APCC
This position is eligible for associate-level licensure candidates in California. Qualified applicants working as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), or Associate Professional Clinical Counselor (APCC) may count hours worked in this role toward their supervised experience requirements for licensure under a Board-approved clinical supervisor. This is an excellent opportunity to accumulate supervised hours in a structured clinical and case management environment.
Position Summary
The Foster Care Agency Social Worker is responsible for providing case management services, advocacy, and support to foster children and resource families. The social worker ensures compliance with all applicable regulations, agency policies, and licensing requirements, while promoting the well-being and permanency of children in care.
Key Responsibilities
Case Management
- Maintain a caseload of foster children, conducting monthly in-home visits and assessments.
- Develop, implement, and regularly update Needs and Services Plans for each child.
- Monitor foster placements to ensure child safety, stability, and well-being.
- Ensure timely documentation of all contacts, incidents, and services in case records.
SAFE Home Study Practitioner (If Certified)
- Complete SAFE home studies in accordance with agency, state, and federal guidelines.
- Interview all household members using the SAFE methodology, including structured questionnaires and clinical tools.
- Evaluate applicants' parenting capacities, personal histories, relationships, support systems, and motivation to foster or adopt.
- Identify any safety or suitability concerns and follow agency protocols for follow-up, remediation, or denial recommendations.
Support to Resource Families
- Provide support, guidance, and crisis intervention to foster and resource families.
- Assist families in understanding and meeting the behavioral, emotional, and developmental needs of children in care.
- Facilitate referrals to community-based services and support systems.
Liaison and Advocacy
- Serve as liaison between the agency, county social workers, therapists, schools, and other professionals.
- Attend and participate in Child and Family Team (CFT) meetings, court hearings, and IEPs as needed.
- Advocate for the child's needs in all settings, including educational, medical, and judicial systems.
Compliance and Documentation
- Maintain accurate, complete, and timely case files in accordance with Title 22 regulations, agency policies, and county requirements.
- Ensure compliance with confidentiality and ethical standards.
- Participate in periodic audits of existing foster care case files to ensure quality and regulatory compliance.
Administrative Support (~25% of Role)
- Provide direct administrative support to the agency administrator on accreditation-related projects and initiatives.
- Assist in the development, documentation, and review of office procedures and agency policies.
- Support additional administrative tasks as assigned to maintain smooth agency operations.
Training and Development
- Participate in ongoing training and staff development opportunities.
- Assist in training and evaluating new resource parents as needed.
Qualifications
Required
- Master's degree in Social Work, Psychology, Marriage and Family Therapy, Counseling, or a related field required. Applicants holding a Bachelor's degree in a related field with a minimum of one (1) year of equivalent experience working at a foster care agency will also be considered.
- Bilingual proficiency in English and Spanish (written and verbal) — required.
- Valid California driver's license and reliable transportation for home visits and travel.
- Ability to pass criminal background check and child abuse index clearance.
- Strong written and verbal communication skills.
- Proficient in Microsoft Office and case management software.
Preferred
- SAFE Home Study certification or willingness to obtain.
- Experience in foster care, child welfare, or a related social services setting.
- Current registration as an AMFT, ACSW, or APCC with the California BBS.
- Familiarity with Title 22 regulations and foster care licensing requirements.
