General Definition of WorkThe primary purpose of this position is to supervise the provision of specialized services for maltreated children (abused, neglected and/or dependent) to ensure the minimum sufficient level of safety, wellbeing and permanency is achieved. The child protection unit is a (24/7) service delivery, that is responsible for assessing the safety of children, intervening to protect children from harm, strengthening the ability of families to protect their children, and to provide reunification or an alternative safe placement for children.To perform this job successfully, an individual must be able to complete the essential functions of the position with or without reasonable accommodations. Reasonable accommodations may be requested by contacting Pender County Human Resources.Essential FunctionsPlans, Organizes and directs the work of a unit of social workers providing the most advanced or complex casework within protective services; in addition, directs the work of social works performing less complex services; assists in the development of community resources for all programs; assists and participates in the development of in-service training and staff development programs; refer problems to other agency staff; evaluate the effectiveness of policies and procedures; represents the social service department at conferences and addresses groups; evaluates the performance of personnel and takes or recommends appropriate courses of action; prepare reports; and does other duties as required.DESCRIPTION OF RESPONSIBILITIES AND DUTIES:Depending on assignment, duties may include, but are not limited to, the following:
  • Knowledge of the principles of supervision, including delegation of work, training of subordinates, performance evaluation, and discipline.
  • Knowledge of casework methods, techniques, and their application to work challenges.
  • Knowledge of the purposes, goals, and objectives of social work programs.
  • Knowledge of interviewing skills and techniques.
  • Knowledge of the principle of human behavior
  • Ability to plan, organize, direct and evaluate the work of subordinates.
  • Ability to make logical and accurate decisions based on interpretations of program rules and regulations and administrative support data.
  • Ability to interact with elected officials, community representatives, volunteers' groups, regional planning committees, and other groups to develop and maintain effective working relationships related to the delivery to services.
  • Ability to interact with subordinates, supervisors, clients, and the general public, in order to establish effective working relationships.
  • Ability to project staffing and program needs for the administration area based on resources available, existing personnel, and budget constraints.
  • Ability to effectively communicate orally and in writing to persuade, interpret and inform subordinates, clients, general public, public and private officials.
  • Ability to use a personal computer and related software.
  • Displays high standards of ethical conduct. Exhibits honesty and integrity. Refrains from unethical behavior.

PROGRAM SPECIFIC FUNCTIONS:The Child Protective Services unit is a legally mandated component of Child Welfare Services with in NC. CPS Services are comprised of Intake, Assessments (Family/Investigative) and CPS In-Home Services. Utilizing a family centered-approach CPS Services from a MRS and System of Care Perspective are guided by the following family-centered principles of partnership:

TRAINING & EXPERIENCE:Master's degree from an accredited school of social work; or a bachelor's degree from an accredited school of social work and one year of social work or counseling experience; or a master's degree in a counseling field and two years of social work or counseling experience; or four-year degree in a human services field or related curriculum and two years of social work or counseling experience; or graduation from a four- year college or university and three years of experience in a related human services field; or an equivalent combination of training and experience.LICENSES AND CERTIFICATIONS (Required by statute/regulation):
  • VALID NC DRIVER'S LICENSE
  • 72 HOURS OF CHILD WELFARE PRE-SERVICE TRAINING
  • 24 HOURS OF CONTINUING EDUCATION ANNUALLY
Physical RequirementsThis work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing and occasionally requires walking, sitting, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).There are a wide variety of benefits available to eligible Pender County employees.
