DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

The incumbent will guide applicants through the application process, including family recruitment, eligibility checks, income qualification, and program participation. They will also provide education, attend community events, and educate on lead and Healthy Home hazards.

RESPONSIBILITIES:

  • Recruits’ residents to participate in the Healthy Homes Production Grant & coordinate relocation when needed
  • Provide information to community residents regarding the Healthy Homes Production Grant and what the program can provide to make homes safe.
  • Calls and set-ups appointment with the potential clients.
  • Explains the HUD/ Program’s eligibility guidelines and regulations. Assists with filling out forms if necessary.
  • Collects all required documents to complete the qualification application.
  • Compiles application, all required forms, and income verification documents.
  • Reviews qualification application for accuracy and completeness before submitting to Program Manager.
  • Performs clerical duties as needed.
  • Performs other duties as assigned.

WORKING CONDITIONS
The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed both indoors in residences as well as outdoors at locations throughout City of Houston. Work may involve potential exposure to infectious/ communicable disease, blood borne pathogens, unsanitary conditions, fumes, dust, chemicals, poor ventilation, and extreme weather conditions.

Work requires physical activity including extended periods of walking and standing with occasional sitting, kneeling, climbing, reaching, carrying, balancing, crouching, and bending. Incumbents must have the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 50 pounds.

Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbents must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Liberal Arts, Business Administration or a related field.

EXPERIENCE REQUIREMENTS
Two (2) years of experience in community organizational work, resource and referral services, or a closely related field are required.

SUBSTITUTION: Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis

LICENSE REQUIREMENTS


A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2) preferred.


PREFERENCES

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Bilingual in English/Spanish preferred.
Experience working in Public Health and with the community.
Knowledge or the ability to learn, the specific Program procedures, protocols, and related regulations.
Basic knowledge of medical terminologies.
Ability to work with limited supervision and make decisions within the scope of established policies.
Ability to accurately prepare and maintain program-related and the departmental documents.

GRANT FUNDED POSITION
Grant positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 18
