The Department of Housing and Community Development works to facilitate, inform and advise the community on the development and implementation of strategies to address the unmet housing needs of all Loudoun County residents. The department also develops funding opportunities and provides grants and loans to help preserve, provide access to, and add to the supply of affordable housing. It provides programs to increase affordable housing opportunities for Loudoun's low- to moderate-income households, including homebuyers and renters, as well as nonprofits and affordable housing developers.Mission:Producing and preserving affordable housing for Loudoun County's diverse residents by implementing safe and affordable rental and homeownership opportunities, promoting community development, and advocating for impactful programs that meet evolving housing needs.Vision:Strengthening communities by eliminating barriers to ensure every resident has the opportunity to obtain a safe and sustainable place to call home.Core Values: Integrity; Stewardship; EquityLoudoun County Government is seeking a highly skilled and experienced professional to serve as a Housing Choice Voucher (HCV) Program Housing Counselor for the Department of Housing and Community Development. The HCV Program is a federal program administered by Loudoun County that assists very low- and extremely low-income households to afford decent, safe, and sanitary housing in the private market. In this pivotal role, the Housing Counselor will perform a variety of procedures to achieve and maintain high utilization and delivery of housing assistance subsidies to qualified program participants; develop and implement policies and internal procedures for the Homeownership Voucher Program; screen clients to certify initial eligibility; complete re-certifications; determine and verify income, assets, medical expenses, and other eligibility requirements; and complete subsidy and rent calculations, utility allowances, and rent reasonableness. Hiring salary is commensurate with experience.Bachelor's degree in Housing, Public Administration, Social Work, Psychology, or related field; two (2) years of related work experience in a housing or public assistance area, including clients with mental health and/or substance abuse issues; or equivalent combination of education and experience.
Successful candidates will undergo background checks as required. Hold or obtain Family Self-Sufficiency and Housing Choice Voucher (HCV) Specialist Certification.
