The New York City Council’s Personnel Services Division is seeking an experienced Training and Development Manager.
KEY RESPONSIBILITIES:
· Design, develop, organize, prepare, and manage a curriculum of learning programs and strategies that support talent development and career growth for Council staff.
· Deliver structured training sessions using various training methods encompassing both group and one-on-one scenarios to maximize learning outcomes. Tailor instruction methods to suit different learning styles and objectives.
· Ensure training programs are consistent with the Council’s mission, the Collective Bargaining Agreement (CBA), and are in compliance with legal requirements, and promote positive employee relations.
· Collaborate with division leaders to identify training needs, develop training strategies, and ensure that training programs align with division goals.
· Create on-going innovative ways and methods to deliver in-person and virtual training programs aimed at retention and growth, based on core competencies, organizational values, and critical skills.
· Responsible for the instructional design of training materials and ancillary documents (slides, workbooks, handouts, facilitation guides, etc.) utilized during training delivery.
· Deliver training workshops and classes onsite at 250 Broadway, virtually and at Council Member offices within the five boroughs, as needed.
· Partner with Learning & Development Manager to ensure alignment of learning interventions with Council goals and organizational objectives.
· Identify learning needs and common challenges.
· Perform other duties, as assigned.
QUALIFICATIONS:
· Bachelor’s degree in organizational development, Human Resources Management, or related field; or equivalent experience.
· Certifications relevant to this field of expertise helpful.
· Minimum four (4) years’ practical Training experience required.
· Must have demonstrated experience designing, delivering and evaluating training needs pre/post assessments, developing effective training programs and materials, and presenting course materials in a training environment.
· Flexibility to travel to Council Member offices as needed for in-person sessions and events.
· Proficiency in using virtual facilitation tools: Zoom and Microsoft Teams.
· Proficiency in Microsoft Office Suite: Word, PowerPoint and Outlook required.
· Minimum of (1) year eLearning design tools using Adobe Captivate, Articulate, Lectora or Elucidat a plus.
· Proficiency in the use of screen capture software a plus, i.e., Microsoft snipping tool or Snag-IT a plus.
· Must meet expected professional performance standards including attendance and punctuality.
· Effective oral and written communication skills.
· Excellent interpersonal skills and computer literacy.
· Ability to meet deadlines.
· Ability to interface with associates and management at all levels.
ADDITIONAL INFORMATION:
New York City residency required within 90 days of appointment.
