Description
The Dane County Department of Human Services (DCDHS), Prevention and Early Intervention (PEI) Division, in Madison, Wisconsin, is recruiting for a full-time (1.0 FTE) Social Worker (Bilingual - Spanish) position. The current vacancy is located within the Immigration Affairs Office. This position is designated as bilingual and candidates will be tested in Spanish and English during the recruitment process. Employees who work in bilingual designated positions receive an additional $2.00 per hour (not reflected in the above hourly rate).
The Eligibility List created may be used to fill future Social Worker (Bilingual - Spanish) vacancies over the next six (6) months.

DEFINITION
Under general supervision, provides a full range of services to families.
EXAMPLES OF DUTIES
COMMUNITY RESTORATIVE COURT (CRC): CRC is a pre-charge restorative justice program targeting 17-25 year-olds who have committed a municipal violation or misdemeanor offense. Respondents who complete the program are not charged. Informs victims and respondents about the CRC process and coordinates resources and services to them. Completes intakes and assessments with victims and respondents to measure program eligibility and preparation for the restorative justice circle process. Convenes and facilitates restorative justice circles including the development of Repair Harm Agreements and monitors their completion. Acts as a victim/respondent advocate and liaison with other stakeholders including police, district attorney, service providers and others. Enters all pertinent CRC client information into the data information system. Trains and supervises student interns and volunteers. Assists in training and in-service workshops on issues related to restorative justice. Subject matter expertise in restorative practices is required.
IMMIGRATION AFFAIRS OFFICE (IAO): Provides outreach, case management and support resources to immigrant and refugee populations. Provides focused customer service to immigrant residents on a range of issues including access to county resources and services. Refers immigrant residents to outside agencies and organizations to access resources and services. Case manages immigrant and refugee clients involved with DCDHS including asylees and the undocumented. Provides wrap around services. Advocates for clients to access services related to W-2, Emergency Medical Assistance, Child Care, and Food Share, among others. Assists clients with school matters, immigration papers, and basic needs. This includes linkage to justice accredited representatives to access legal supports and prevent deportation. Enters all pertinent client information into the IAO data information system. Trains and supervises student interns and volunteers. Assists in training and in-service workshops on issues related to immigration. Subject matter expertise in immigration and refugee issues is required.
JOINING FORCES FOR FAMILIES (JFF): JFF is a community-focused initiative that engages local partners to deliver decentralized, collaborative, and community-informed services. Manages at least one (1) JFF office that is uniquely responsive to its neighborhood context, allowing direct access to services in the community. Prioritizes holistic work to support families so they can stay connected to their school, home, and community. Provides voluntary, individualized, and task-centered direct services. Assesses family situations to make informed connections to available resources. Advocates for families to access a variety of services and helps people navigate the process. Engages local partners to build capacity in neighborhoods with a focus on bridging gaps in services. Supports community-based collaborations that benefit families. Subject matter expertise in community-based social work is required.
CHILDREN COME FIRST (CCF) and ACHIEVING REUNIFICATION THROUGH TEAM WORK (ARTT): Provides assessment, case management, and authorizes services for children and youth with significant mental health and substance use needs and functional impairments that require placement in residential treatment. Duties include completion of a comprehensive assessment, creation and execution of crisis plans and plans of care, and wraparound case management designed to move children and youth out of institutional placement and into a stabilized community setting. Makes home visits. Completes intakes/assessments. Develops a written case plan with each youth and family and updates and monitors every 90 days. Makes referrals to community resources and coordinates and authorizes those services. Maintains intensive frequent contact with youth, parents/caregivers, schools, therapists, and other service providers. Coordinates out-of-home placements. Attends staffings at residential care facilities. Maintains case records. Maintains regular contact with, shares information with and teams with Youth Justice and Child Protection staff.
OUT OF HOME CARE: Licenses, relicenses and monitors Dane County foster parents and homes (including Kin and like-Kin) in accordance with Wisconsin Administrative Code DCF 56. Locates and matches placement referrals for Out of Home Care in foster care, group homes or residential treatment in accordance with the child’s needs and assessed Level of Care. Provides information and support to foster parents to ensure the foster parent can meet the needs of the children in their care. Assists with large foster care retention activities. Facilitates and coordinates referrals of individually assigned child placement requests with Out of Home Care Providers (foster homes, group homes or residential treatment centers) by sending materials and reviewing child’s needs and placement ability to meet these needs. Meets with out of home caregivers who have children placed in their care in accordance with the level of foster home licensing or kinship care rules. Attends team meetings with caregivers and assists caregivers with system related questions and concerns. Acts as a liaison to any assigned congregate care facilities and assists Department staff with questions and concerns about congregate care programming. Processes kinship care applications. Provides foster care intake duties.
Education, Experience And Special Requirements
Education, Training and Experience:
Applicants with a Bachelor’s or Master’s Degree in Social Work, or who are currently in their final academic semester towards obtaining a Bachelor’s or Master’s Degree in Social Work will be screened through. Applicants with any other major must possess a training certificate, temporary or permanent Social Work Certification from the Wisconsin Department of Safety and Professional Services (DSPS) prior to applying.
Social Worker II
All employees hired with a Master’s degree and six (6) months of post-graduate experience relevant to the position or a Bachelor’s degree and two-and-a-half (2.5) years of post- graduate experience relevant to the position will be hired as a Social Worker II, range 20. Those who do not meet these criteria upon hire will be hired as Social Worker I and will advance to Social Worker II after obtaining one of these criteria.
Certifications/Licenses
All individuals must possess a degree and a training certificate, temporary or permanent Social Work Certification from the Wisconsin DSPS prior to the first day of employment. If any applicant does not possess a training certificate, temporary or permanent certification on the first day of employment the job offer will be rescinded and they will be terminated. Candidates with a training or temporary certificate must obtain a permanent certification within one (1) year in order to pass probation.
Special Requirements
Must have a valid driver’s license with a good driving record, and access to reliable personal transportation, or equivalent. Also refer to the “Physical and Environmental Work Requirements” section below.

Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour.
Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).
Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.
Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member.
Telecommuting: Telecommuting allows employees to work remotely for all or part of their workweek. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.
