The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The Norfolk Community Services Board (NCSB) is seeking a detail-oriented and proactive Case Manager IV to join our Forensic Services Unit. In this role, you will serve as the agency liaison to the local jail for the purpose of assessing individuals in the jail to determine the presence of mental illness or co-occurring disorders. Individuals determined to have a mental illness, or co-occurring disorders will be linked to the appropriate NCSB program. Departmental Hiring Salary Range: $50,624 - $58,217

Essential Functions

Essential functions include but are not limited to:

  • Serves as the liaison to the jail and conducts face to face assessments of individuals in the jail to determine the appropriateness for services.
  • Works with appropriate jail staff and pretrial case manager to identify and provide discharge planning/jail release for all eligible services.
  • Screens referrals to determine eligibility to receive discharge planning.
  • Serves as the lead SOAR case manager for individuals enrolled in Forensic Discharge Planning.
  • Reports monthly and quarterly outcome data and statistical information on clients served.
  • Serves as a liaison to the jail to conduct face to face assessment to coordinate discharge planning.
  • Links eligible consumers to appropriate NCSB Program and serves as the care coordinator until services placement has been secured.
  • Provides linkage for Behavioral health appointments, medication, reasonable housing options, and linkage to other community support services as appropriate.
  • Assists consumers with acquisition of resources for stabilization, to exist institution quickly, and stabilize in the community.
  • Interacts with landlords to ensure access to and maintaining housing during periods of institutionalization.
  • Provides transportation for the purpose of obtaining needed resources.
  • Provides practical counseling and education to guide consumers in problem solving strategies to promote harmonious community living, and to resolve critical situations.
  • Provides onsite clinical interventions/appointments with identified participants at least weekly.
  • Develops and maintains a resource list of services for consumers.
  • Maintains consumer records in accordance with NCSB standards and State Regulations.
  • Performs other related duties as assigned.

Education/Experience

Bachelor's degree in a human services field.

Considerable experience in a human services field related to the area of assignment. Some assignments may also require specific experience working with various types of client populations; master's degree preferred in some areas.

Preferred extensive experience working with individuals with serious mental illness and substance use disorders and who have criminal justice issues and involvement.

Additional Information & Requirements

  • Valid Driver's License may be required depending on assignment.
  • Certification in basic first aid and CPR, depending on area of assignment.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
