Overall Responsibility:
Lead and manage the Community Engagement Specialist Team within the Member Care and Community Connection Unit, ensuring alignment with organizational objectives and fostering an environment of collaboration, accountability, and growth.

Director of Constituent Services and Oral Health Equity Officer

Work Schedule:

This is a salaried position based on a 37.5-hour work week. A minimum of two days per week in-office is required. The weekly schedule will be determined based on business needs and should be agreed upon with the supervisor. This role requires approximately 20% statewide travel.

Key Responsibilities/Scope of Work:

1. Team Leadership and Development

Foster a spirit of teamwork, collaboration, and open communication among the Community Engagement Specialists, enabling a positive work environment where feedback is encouraged, and problem-solving is collaborative.

  • Empower team members to take ownership of their responsibilities and ensure overall team success through mentorship and constructive supervision.
  • Guide and support employees in meeting CTDHP’s productivity standards, promoting continuous improvement, and ensuring the achievement of team goals and outreach metrics.

Organize, lead, and ensure the smooth execution of team meetings, fostering collaboration and open communication. Coordinate agendas, follow up on action items, and ensure alignment with project goals.

2. Performance Management and Supervision

Oversee the daily activities and performance of the CES team, ensuring effective utilization of resources and meeting unit objectives.

Manage administrative functions, such as PTO tracking, work schedules, and expense reports to ensure seamless operations.

Provide technical assistance, job shadowing, and coaching for improvement efforts to staff.

Provide consistent and constructive supervision to direct reports to ensure accountability and adherence to CTDHP's standards, including contractual outreach efforts and data management.

Review outreach activity data in CTDHP platforms, identifying gaps and implementing corrective actions to mitigate risks and improve performance.

Draft key performance indicator outcome reports on CES efforts, supporting operational projects in collaboration with the Director of Constituent Services.

3. Escalation and Risk Management

Serve as the primary escalation point for team concerns related to outreach activities, member engagement, and any risks or issues that arise.

Proactively identify and address potential risks or obstacles, ensuring prompt resolutions and continuous service improvement.

Communicate internal policy and procedures, ensuring prompt delivery.

Troubleshoot and problem solve human resource issues and concerns, with support of Director of Constituent Services and Human Resources.

4. Delegation and Task Management

Strategically delegate key responsibilities, including developing outreach priority lists, assigning Community Engagement Specialists (CES) to specific tasks, and conducting on-the-ground outreach quality reviews. This task requires approximately 20% statewide travel.

Lead "Train the Trainer" initiatives, ensuring the CES team is equipped with the necessary tools, resources, and knowledge to succeed.

Oversee onboarding and orientation for new CES team members, ensuring they are integrated smoothly and effectively into their roles.

Monitor and process requests for trainings, materials, and community partner registrations through the CTDHP website.

Responsible for implementing the organizations Children's Dental Health Month activities each February working collaboratively with other CTDHP departments.

Manage outreach inventory and ordering, while developing a system to track and evaluate the effectiveness of outreach materials through measurable metrics. Maintain an accurate count of materials used to inform future ordering and outreach planning.

5. Cross-Functional Collaboration and Representation

Represent CTDHP and the CES team at internal and external stakeholder meetings, workgroups, coalitions, and community organizations, fostering strong professional relationships and partnerships.

Work collaboratively with the CTDHP Communications Team to ensure adequate supply of outreach materials are available.

Own strategic partner initiatives including development of Memorandum’s of Understanding, data sharing agreements, and collaborative projects.

Collaborate closely with internal departments to align team efforts with CTDHP’s mission and strategic goals, driving efficiency and success in department initiatives.

Provide “back up” support to other managers within CTDHP including escalations and team problem solving.

6. Process Improvement and Systems Development

Work closely with the Director of Constituent Services to design and implement effective systems, workflows, and strategies that align with CTDHP’s goals, improving operational efficiency and team performance.

Lead efforts to enhance outreach methodologies and data systems, optimizing team efforts and increasing overall impact.

7. Support for Ad Hoc Projects

Assist the Constituent Services Director in ad hoc projects and tasks focused on process improvements, performance improvements, operational efficiencies, and meeting contractual obligations that align with the department’s strategic objectives.

Provide assistance to the Director and other CTDHP units as needed, contributing to special projects and assignments that align with the department’s strategic objectives.

· Technology Proficiency: Advanced proficiency with Microsoft Office and other computer systems, with the ability to process information efficiently and produce detailed reports and documentation.

· Community-Based Outreach/Education: Understanding of the principles of community-based outreach and outreach models through a Heath Equity lens that include health literacy training and trusted person engagement.

· Time Management: Ability to adjust and prioritize tasks effectively and manage time wisely in a fast-paced environment.

· Diplomacy: Ability to represent CTDHP and the Department of Social Services in external settings with a professional demeanor and diplomatic expertise and fostering strategic relationships.

Experience:

· Bachelor’s degree in public health, medical, or social service fields required; equivalent combination of education and relevant experience may be considered.

· Minimum of 3-5 years of advanced experience in community outreach, public health engagement, or related fields.

· At least 3-5 years of direct supervisory or team management experience, preferably in a healthcare, or social service setting.

· Demonstrated experience in designing and executing community-based programs or initiatives, including tracking outcomes and impact.

· Familiarity with CRM systems, data collection tools, and outreach performance evaluation metrics preferred.

Pay: $70,000.00 - $80,000.00 per year
