The Piedmont Triad Regional Council is seeking a Workforce and Economic Development Supervisor to oversee programs and initiatives that support job creation, workforce training, and business development to strengthen the local economy. This role leads a team that coordinates with employers, educational institutions, and government agencies to align workforce strategies with economic growth goals.

As a Workforce and Economic Development Supervisor, you will lead a team of professionals delivering programs under the Workforce Innovation and Opportunities Act (WIOA) and other grants. Your work will support strategic initiatives that align workforce development programs with the evolving needs of businesses. Your leadership will foster partnerships with employers, industry groups, and educational institutions to build talent pipelines, address skill and interest gaps, and drive sustainable business and economic growth across the region. Daily work functions include directing the work of program coordinators, providing interpretation of policies and procedures, guidance in precedent setting situations and troubleshooting.

Responsibilities:

  • Supervise and mentor staff, promoting a culture of innovation and responsiveness to business needs, ensuring compliance with all regulatory, reporting, and performance requirements
  • Coach team on collaborating with local governments, educational institutions, employers, and community partners to identify workforce needs and coordinate regional responses
  • Analyze regional labor market data and economic trends to guide planning and support data-driven decision-making
  • Support business engagement and talent pipeline development through initiatives like incumbent worker training, apprenticeship, and career pathway programs
  • Identify and pursue grant and funding opportunities to expand and enhance workforce and economic development initiatives across the Piedmont Triad
  • Oversee the coordination of strategic initiatives around the Comprehensive Economic Development Strategy (CEDS), including infrastructure, vibrant community development, talent, and other regional issues.
  • Represent PTRC at local, regional, and state-level meetings, boards, and consortiums related to workforce and economic development
  • Coordinate with economic development partners to support business retention, expansion, and recruitment efforts in the region
  • Ensure alignment of workforce strategies with the PTRC’s mission to strengthen communities and improve quality of life across the Triad
  • Participate in all personnel functions to include recruitment and selection, counseling and discipline, performance evaluation and dismissal.

Work includes providing supervision and guidance for workforce and economic development teams in alignment with WIOA requirements and economic development goals and objectives. Planning and managing the workforce and economic development activities related to Development Districts, federal/state/foundation grants administration, project technical assistance, and partner engagement.

Requirements:

  • Bachelor’s degree in public administration, business, economics, workforce development, or a related field
  • 3–5 years of experience in workforce development, economic development, program management, or a related area
  • Demonstrated knowledge of Workforce Innovation and Opportunity Act (WIOA) regulations and workforce development systems
  • Experience working with local governments, educational institutions, employers, and regional partners
  • Strong understanding of labor market data, economic trends, and regional planning
  • Proven ability to supervise staff, manage programs, and meet performance goals
  • Excellent communication, presentation, and interpersonal skills
  • Ability to manage multiple projects and deadlines with a high degree of accuracy and professionalism
  • Proficiency with Microsoft Office and data management/reporting tools
  • Must possess a valid driver’s license and be willing to travel throughout the Piedmont Triad region as needed

If you are selected to fill the role of Workforce Program and Operations Supervisor, you will need to present a valid North Carolina Driver's License, pass the pre-employment drug screen and background screening process. Travel throughout 12-county region is required. Other travel may be required on occasion.

All of our PTRC staff is required to complete a six-month probationary employment period.

At the Piedmont Triad Regional Council (PTRC), we work to implement creative regional solutions to improve the lives of the community. Our office is on the southside of the Interstate 40 at the NC Highway 66 interchange. It is a 20-minute drive to downtown Greensboro, Winston Salem, or High Point. Our location is equipped with an electric charging station.

Our organization has seven core departments; Area Agency on Aging, Criminal Justice, Economic Development, Community Development Services, Management Services, Regional Planning, and Workforce Development. Our staff in each department specializes in serving its niche of the Triad community.

SALARY RANGE: Salary $62,004.80 DOQ. Organization provides excellent benefits including NC Local Governmental Employees Retirement System (NCLGERS) and participates in PSLFP.
