DISTINGUISHING FEATURES OF THE CLASS: The work involves supervising and performing professional
nursing care, utilizing the nursing process at Erie County Medical Center Corporation (ECMCC). Under the general supervision of a higher-ranking nursing or medical employee, the incumbent performs administrative, supervisory and professional nursing work in the Emergency Department at ECMCC. Supervision is exercised over lower-level nursing, technical, paraprofessional and clerical employees. Does related work as required.
TYPICAL WORK ACTIVITIES:
Supervises and directs the complete nursing service in the Emergency Department at ECMCC;
Plans, schedules, assigns and supervises the work activities of professional and non-professional nursing personnel
in the area;
Evaluates and directs nursing activities using quality assurance standards;
Makes rounds and evaluates quality of care being rendered, condition of patient, and maintenance of the area;
Develops and implements the nursing plan of care, using the nursing process, for assigned patients;
Records and reports on patient's responses, and collaborates with appropriate members of the health team;
Identifies those components of the nursing plan of care which may be delegated to allied nursing personnel and provides necessary guidance;
Maintains professional competence through participation in continuing education and other appropriate learning experiences and completes a minimum of sixteen (16) hours clinical time in the Emergency Department providing direct nursing care per month;
Confers with physicians regarding care and treatment methods, and cooperates in providing services as requested;
Participates in the discharge and transfer of patients;
Supervises maintenance of records of nursing care and medical treatment rendered by nursing staff;
Requests supplies and equipment for the area served and Monitors use of supplies and equipment in a fiscally responsible manner;
Plans and arranges for relief of staff and allots time for work, off-duty, meals and vacations;
Assists in training of student nurses assigned to section through on-the-job instruction and supervision of work;
Coordinates efforts of a multidisciplinary health care team;
Participates in in-service training as programmer or instructor;
Plans, assesses and evaluates the orientation of staff and equipment, emergency procedures and disaster plan;
Ensures that ECMCC and departmental policies are adhered to;
Counsels and disciplines employees and completes performance evaluations;
Participates in nursing and hospital committees;
Manages internal and external disasters effectively;
Completes incident reports and client concern forms as required;
Accesses administrative staff appropriately for issue notification and/or assistance in resolution;
Completes staffing effectiveness and nursing care hour reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of professional nursing principles, procedures and terminology involved in Emergency Department nursing; thorough knowledge of the techniques of supervision and administration of a large subdivision of nursing; thorough knowledge of methods used in bio-psycho-social theories as they relate to nursing care; skill in supervision; ability to assign and direct the work of nursing personnel; ability to prepare and maintain personnel and activity reports and records; ability to coordinate nursing activities with allied disciplines; ability to confer with physicians and agree on methods of care and treatment of patients; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to maintain discipline; sound professional judgment; cooperativeness; resourcefulness; initiative; reliability; industry; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Possession of a Bachelor's Degree* in Nursing and three (3) years of registered professional nursing experience, one (1) year of which was in a supervisory or administrative capacity in an Emergency Department.
SPECIAL REQUIREMENTS:
Possession of a license and current registration to practice as a Registered Professional Nurse in the State of New York at time of appointment and maintenance throughout duration of appointment;;
Possession of Basic Life Support (BLS) Certification from an ECMCC approved provider at time of appointment and maintenance throughout duration of appointment;
Possession of Advanced Cardiac Life Support (ACLS) Certification from an ECMCC approved provider at time of appointment and maintenance throughout duration of appointment;
Possession of Pediatric Advanced Life Support (PALS) Certification from an ECMCC approved provider within six (6) months of appointment and maintenance throughout duration of appointment;
Completion of New York State Office of Mental Health-Bureau of Education and Workforce Development (BEWD) certified safety program within three (3) months of appointment and participation in annual re-training;
Possession of Certified Emergency Nursing (CEN) Certification as administered by the Board of Certification for Emergency Nursing (BCEN) within six (6) months of appointment and maintenance throughout duration of appointment.
