About Job

Job Description

Mental Health & Substance Abuse Social worker:

The NYS Division of Homeland Security and Emergency Services (DHSES) anticipates the need for two (2) licensed Mental Health Clinicians to provide support services to DHSES - primary Clinician and secondary Clinician. The anticipated overall Clinician workload will be approximately five to ten hours a month. The overall service workload will be fulfilled by the primary Clinician. If the primary Clinician is unavailable for a specific meeting or mental health service need, then DHSES will reach out to the secondary Clinician to fulfill that specific need.

The Clinician(s) should have a minimum of five (5) years of experience as a mental health professional, preferred if the individual has experience working with 1st line public safety personnel (law enforcement, fire). Listed are a few examples of some possible job titles for qualified experience: Master in Social Work (MSW); Licensed MSW; Certified Mental Health Counselor; Clinical Social Worker (CSW); Psychotherapist; Psychologist; Certified Psychiatric Rehabilitation Practitioner; Applied Behavioral Therapist (ABT) or other.

The Clinician is expected to attend scheduled meetings, in person. The Clinician will provide guidance and support to DHSES management to ensure the most up-to-date best practices are followed.

The Clinician is expected to provide mental health services (24/7) to any DHSES employee who may be experiencing a mental health crisis, either in person or virtual assistance is accepted. The anticipated goal for this service need is to respond to the DHSES individual within three (3) hours upon notice. Upon meeting with the individual and determining the specific mental health crisis after the one (1) session, then the Clinician should be able to refer the employee to other suitable and competent mental health professional who will continue to provide services to the employee.

The awarded Clinician(s) should complete Assisting Individuals in Crisis and Group Crisis Intervention courses through the International Critical Incident Stress Foundation (ICISF).

This best value, multi-award will be determined based on the individual's resume, 3 professional references, scheduled interview, and one (1) proposed hourly rate. The anticipated term is 24 months. DHSES intends to issue two Blanket Purchase Orders, one for the primary Clinician and one for the secondary Clinician.
