Senior Software Developer
Digital Enterprise Solutions, Inc. (DESI) seeks a Senior Software Developer to join our team of qualified, diverse professionals in pursuit of a future contract award. This full-time (regular) exempt (salary) position is 100% remote, with occasional travel required to support programmatic needs.

As a valued member of our team, you will play a key role in delivering state-of-the-art Information Technology solutions for the Naval Surface Warfare Center Philadelphia Division (NSWCPD). ROLES/RESPONSIBILITIES:
- Provide operations, maintenance, diagnostics, and development support for information systems including the Philadelphia Division Intranet (PDI), Office 365, SharePoint Online, and ServiceNow.
- Deliver software lifecycle support in accordance with the NSWCPD System Engineering Process (SEP), Capability Maturity Model Integrated (CMMI), and Institute of Electrical and Electronics Engineers (IEEE) standards.
- Design, develop, and modify software applications and high-level programming code using integrated development environments such as Visual Studio, Eclipse, and NetBeans.
- Create and implement Graphical User Interfaces using applicable development tools.
- Develop and support software solutions for cloud-based systems and networked environments using protocols including Transmission Control Protocol/Internet Protocol (TCP/IP) and User Datagram Protocol (UDP).
- Conduct unit testing, document test plans and procedures, and support functional, regression, and performance testing of control system software and hardware.
- Maintain configuration control of equipment, software, and documentation in accordance with CMMI Level 3 practices and implement version control processes.
- Participate in code reviews, peer reviews, collaboration meetings, and design reviews to ensure quality, compliance, and alignment with Navy software development lifecycle methodologies.
- Automate security testing within continuous integration/continuous deployment (CI/CD) pipelines and implement secure infrastructure configurations.
- Ensure all software solutions comply with Department of Defense (DoD) and Navy cybersecurity standards and mission requirements.
EDUCATION/EXPERIENCE REQUIREMENTS:
To be considered for this position, you must meet the education and experience listed below:
- Bachelor's degree in computer science, information technology, or an equivalent technical degree from an accredited college or university is preferred.
MINIMUM QUALIFICATIONS:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Ten (10) years' experience in development and management of software solutions by studying information needs; conferring with users; studying systems flow, data usage and work processes; investigating problem areas; following the software development lifecycle.
- Must hold at least one of the following certifications: CCNA Security, CySA+, GICSP, or GSEC.
- Excellent written and verbal communication skills.
- US Citizenship is required due to US government contract requirements.
- Ability to obtain and maintain a SECRET clearance (interim required to start).
PREFERRED QUALIFICATIONS:
Candidates with experience or knowledge in these desired skills will be given preferential consideration:
- Familiarity with NSWCPD programs or Naval Surface Warfare technical environments.
- Experience developing and maintaining software using integrated development environments such as Visual Studio, Eclipse, and NetBeans.
- Proficiency in implementing configuration management and version control practices consistent with CMMI Level 3 standards.
- Familiarity with developing and executing automated test scripts and integrating security testing within CI/CD pipelines.
- Knowledge of network protocols including TCP/IP and UDP for supporting communications within IP-based systems.
- Strong understanding of DoD RMF compliance frameworks and cybersecurity practices.
- Strong understanding of DevSecOps principles and Microsoft cloud services integration.
- Active SECRET clearance.
COMPENSATION & BENEFITS:
The compensation range is based on industry compensation data and/or position budget and reflects our commitment to transparency and fairness:
- The annual base compensation range is $150,000 - $175,000, commensurate with education, certifications, and experience.
- Other compensation may include discretionary bonuses, referral rewards, and spot awards.
