This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position exists to provide direct supervision to the Operations Analysts Team which performs quality assurance and control activities for the Minnesota Health Care Programs (MHCP) computer systems. The team is responsible to plan and strategize with leadership teams to manage and direct work of division and administration resources needed for business and partner relation planning.

The incumbent in this position is recognized as a Health Care Administration (HCA) business translation expert and is responsible to ensure that

  • DHS, HCA, and MHCP partner needs are represented and accounted for in the development, testing, and implementation of MHCP computer systems.
  • There is clear understanding of computer systems interfaces and functionality; timelines; opportunities; and constraints.

Demonstrated leadership experience*

  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment

AND

Four (4) years of experience leading/managing computer system implementations

Experience must demonstrate:

  • Demonstrable knowledge of business planning and business analysis frameworks.
  • Thorough knowledge of Minnesota Health Care Programs including the foundations of eligibility and enrollment principles and practices for public health care programs.

Preferred Qualifications

  • Knowledge of the DHS organization, programs, strategies and strategic direction.
  • High degree of strategic planning and visioning skills with an department-wide perspective
  • Solid understanding of key program and project management, business analysis, and communication tools including as Microsoft Project, Word, Excel, PowerPoint, SharePoint and Visio.
  • Collaborative work style that includes offering alternatives, negotiating agreements, and using good judgment.
  • Excellent interpersonal and communication skills.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
