About the Position 

Are you passionate about protecting consumers and ensuring integrity within the insurance industry? Join the Office of the Insurance Commissioner (OIC) as an Insurance Technician 3 (Non-Perm) on our Licensing team within the Consumer Protection division.

This position plays a key role in advancing our mission to safeguard the public interest and support Washington’s economy through fair and efficient regulation. As part of the Producer Licensing & Oversight Program, you’ll evaluate complex license applications, ensure compliance with state regulations, and help maintain high standards across the insurance profession.

This is a Washington General Service position. The monthly salary range for this position is $3,239.00 - $4,299.00

The duties of the position include, but are not limited to: 


  • Review and evaluate insurance license applications (initial, renewal, reinstatement) for producers, adjusters, surplus lines brokers, and other license types to ensure completeness and compliance with regulations.
  • Make licensing determinations—issue licenses, decline applications, or refer cases for further review based on findings.
  • Communicate with applicants and insurers to resolve missing information, clarify requirements, or explain licensing outcomes.
  • Provide expert-level customer support via phone, email, and in-person, offering guidance on licensing procedures, legal requirements, and system use.
  • Interpret and apply insurance laws and regulations related to licensure, appointments, and affiliations.
  • Process transactions related to insurer appointments, business affiliations, license cancellations, and certifications.
  • Monitor and resolve issues with electronic data transfers from the National Insurance Producer Registry (NIPR), ensuring smooth integration with internal systems.
  • Generate and analyze customer satisfaction surveys, providing feedback to the program manager to improve service quality.
  • Support program improvement efforts by participating in team meetings, contributing to special projects, and helping maintain accurate licensing procedures and documentation.

Required Qualifications


  • Two (2) years as an Insurance Tech 1, including one (1) year of clerical and customer service experience. 
     
    - OR - 
     
  • One (1) year as an Insurance Tech 2, including one (1) year of clerical and customer service experience. 
     
    - OR - 
     
  • Four (4) years of clerical, office support, and/or customer service* experience in a position providing guidance to inquiries regarding professional processes, procedures, regulations or similar. Clerical and customer services experience includes duties such as answering multi-line phone calls, greeting customers, taking orders, or responding to questions, providing resolution to issues, filing, keeping electronic records, data entry, processing mail, managing supply inventories, monitoring emails, managing schedules or calendars in an office setting.
     

- AND - 
 

  • A “basic” skill level in Word, Excel, and Outlook. 



Preferred/Desired Qualifications: 

  • Intermediate or above skill level in Excel, Word, and Outlook.
  • Associate degree or higher.
  • Insurance related certification(s) and/or designation(s).
  • Experience reviewing/analyzing/issuing professional licensing applications for compliance with the applicable statutes, regulations, policies, processes, and procedures.
  • Experience researching/analyzing/responding clearly and effectively to written or oral inquiries regarding professional licensing, processes, or statutory/regulatory compliance.
  • Fluent verbal communication skills in Spanish, Korean, Russian, Vietnamese, Mandarin, or Cantonese, with the ability to score “Advanced Mid skill level” on the oral proficiency assessment by the American Council for the Testing of Foreign Languages.
