Leadership and Team Development
  • Coach, mentor, and train team members to hone their skills and excel in their roles.
  • Develop tailored growth plans for team members, recognizing individual strengths and areas for development.
  • Attract, hire, onboard, and retain talented professionals aligned with organizational culture and needs.
Business Relationship Management
  • Act as the primary liaison between IT and multiple business units such as Human Resources, Business Services, and Finance.
  • Build relationships that break down silos and foster convergence across departments.
  • Coach business leaders on effectively communicating IT needs to improve business performance.  
  • Identify strategic opportunities to align IT solutions with business priorities and county strategy.
Project and Resource Management
  • Define and implement best practices for business analysis, project portfolio management, and project delivery.
  • Effectively plan and allocate resources to meet project demands and deadlines.
  • Oversee business analysis and project management efforts to align with organizational goals and deliver successful outcomes.
  • Monitor project progress, proactively address risks, and ensure initiatives meet established objectives.
  • Establish and maintain a well-organized and strategically prioritized project management portfolio.
Stakeholder Engagement and Communication
  • Collaborate with executives and senior leaders to ensure alignment of IT initiatives with organizational strategy.
  • Engage with project leads across business units to clarify objectives and drive joint efforts.
  • Develop and maintain multi-year business capability roadmaps with enterprise architecture.
Innovation and Industry Awareness
  • Stay informed about technological trends to ensure continuous creativity and innovation within the team.
  • Champion a culture of creativity, innovation, and value that reflects the business strategy.

Miscellaneous

  • Participate in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform job functions.
  • Work at various county sites.  Driving is required.
  • Perform other duties as assigned.

EXPERIENCE AND TRAINING
  1. Bachelor's degree in computer science; AND
  2. Four years of progressively responsible systems management experience, which includes two years of supervisory experience; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must be available to perform response duties during an emergency. This classification is essential; a department may designate positions to work during emergencies or business closures to meet operational requirements, ensure health and safety, and protect people and property.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: .
  • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is not represented by a union.
  • This is a full-time position, which is not eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of computer science; programming, operating systems and systems analysis; supervisory techniques.
Skill and ability to communicate effectively in oral, written and graphic form; apply technical knowledge to the solution of problems encountered in office operations, including database management, cost accounting, inventories, and the design and development of a continual variety of complex, technical applications; identifying problem areas, formulating diagnoses, and proposing practical solutions; ability to effectively supervise information systems, programming, and analysis employees; provide technical expertise and training in all systems disciplines; coordinate and evaluate employee work; plan for future systems, hardware, software, communications links, development and employee requirements; projecting system project costs for budgeting; establish and maintain effective working relationships with employees, systems users, outside consultants and vendors.




Compensation details: 52.25-70.02 Hourly Wage
