About Job

Under general supervision, perform a wide variety of complex administrative project and grant work; seek and prepare grant funding opportunities; act as a clearinghouse for all grant projects being undertaken by the City; perform various tasks requiring relationship and community building, innovative thinking, creative problem-solving, and collaborative leadership; and perform related work as required.
SUPERVISION RECEIVED:
Works under the direct supervision of the Community Development Director and indirect supervision of the City Manager.

SUPERVISION EXERCISED:
May direct Community Development Administrative Technician as necessary under parameters outlined by Community Development Director.

  • Develop compelling grant proposals that clearly articulate the organization's mission, the problem it addresses, the proposed solution, the project's goals and objectives, the methods and strategies to achieve them, and the evaluation plan.
  • Research and prepare and/or assist in the preparation and processing of grant applications for federal, state or other public agency and private sector funding. Prepare for grant opportunities by ensuring agency has the necessary infrastructure, capacity, and resources to effectively pursue and manage the grant funding.
  • Review, monitor and evaluate existing programs for grant eligibility and compliance with grant regulations. Track grant progress, prepare reports, and evaluate the impact of the funded projects.
  • Prepare, submit and follow-up on periodic and final billings for grants. Work with other agencies on joint grant applications. Prepare detailed reports regarding grant applications.
  • Coordinates and submits required reporting; works with Finance team members to ensure alignment across departments and all grants management work.
  • Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, approval, and submission.
  • Prepares proposals by determining concepts, gathering and formatting information, writing drafts, and obtaining approvals.
  • Help departments prepare for grant opportunities by ensuring they have the necessary infrastructure, capacity, and resources to effectively meet the proposed deliverables of the grant funds. 
  • Gathers and organizes proposal information in shared systems; identifies sources of and coordinates collection of information.
  • Proactively maintains a library of templated materials for use in proposal development; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases 
  • Obtains approval by reviewing proposals with direct supervisor, Department Heads, and City Manager as applicable.
  • Monitors grant milestones to ensure the city is on track in meeting deliverables.
  • Assist as needed in the strategic mission of the Community Development Department through economic development, workforce development and planning.
  • Perform related duties as required.

DESIRED MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge and abilities can be considered qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in business, public administration or a related field.

Experience:
  • Minimum of three (3) years of professional experience involving writing and management of grants, preferably for a municipal organization.
  • Minimum of five (5) years of professional and increasingly responsible administrative work experience, preferably in a municipal organization. Two (2) years in community development, economic development, workforce development, or related field is desirable.
Knowledge of:

Principles and practices of municipal organization, administration and budgeting.
Organizational and management practices as applied to the analysis and evaluation of programs, policies,and practices.
Grant funding processes and compliance reporting.
Regulations related to grants and contracts.
Functions of economic development and redevelopment.
Land use and community development; research techniques, information sourcing, and methods of report presentation.
Applicable Federal, State and local laws, rules and regulations pertaining to local government operations in assigned areas of responsibility.

Ability to:

Understand the organization and operation of the City and of outside agencies as necessary to assume the assigned responsibilities. 
Plan, organize, direct and coordinate the City's economic development program.
Develop and administer agreements.
Analyze a variety of administrative problems and make sound policy and procedural recommendations.
Communicate clearly and concisely, both orally and in writing; properly interpret and make decisions  in accordance with laws, regulations and policies.
Prepare complete and accurate reports and technical documentation.
Plan, organize, coordinate and direct the work of others.
Establish and maintain cooperative and effective working relationships
Maintain a structured workload to ensure deadlines and compliances are met
Adapt to the various departments within the city and the uniqueness of each department’s needs.  
Effectively problem solve, manage projects and strategically plan.

SPECIAL REQUIREMENTS
  • A valid state driver’s license or ability to obtain one.
