Recruitment Range for Juvenile Court Counselor: $45,422-$66,278 based on related education and experience.
This posting is for District 6 located in the Eastern Region of the State of North Carolina (see map). Juvenile Court Counselor Trainee
If you are interested in becoming a Juvenile Court Counselor but do not yet meet the Education and Experience Requirements, consider becoming a Juvenile Court Counselor Trainee! Applications for BOTH Juvenile Court Counselor and Juvenile Court Counselor Trainee positions will be accepted within this posting.
Trainee appointments include participating in a 6 to 24-month training progression, in which trainees are assigned to a progressive career development program under supervision which is designed to ensure trainees develop an overall understanding of their role and its impact over time. The trainee appointment for the Juvenile Court Counselor follows a step progression pay plan.

The salary grade for this position is NC09. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
Knowledge, Skills and Abilities / Competencies
To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Experience using strategies or approaches for at least one of the following that contributes to an adolescent's development:
- family dynamics
- group norms
- behavioral problems or challenges and/or
- Socioeconomic or psychosocial problems which impact juveniles
- Experience addressing various factors that may contribute to juvenile delinquency.
- Experience with case management
- Experience with public speaking
- Experience with applying different counseling approaches and crisis intervention practices to a variety of situations.
- Knowledge of and/or experience working with a system of care.
Minimum Education and Experience Requirements
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. OR
Bachelor's degree from an appropriately accredited institution and two years of experience in counseling or working with juvenile/family population and/or related human service case management experience.

Necessary Special Qualification:
- Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).
- Pass a Criminal Background check
- Pass a Drug Screening test
- Pass a Psychological test
- Pass a Sexual Risk Screening test
- Pass a Physical (to include Vision and Hearing)
- Be a US citizen
- Be at least 20 years of age
- Have a valid driver's license

- Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if they are a current member of the NC National Guard in good standing. If a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions, they must attach either a DD256 or NGB 22.
- If applicants earned college credit hours but did not complete a degree program, they must attach an unofficial transcript to each application to receive credit for this education.
- Per NC General Statute 143B-972.1 (Download PDF reader) (Download PDF reader), applicants hired into a position certified as a criminal justice officer or justice officer are required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record check and enrollment in the FBI’s Next Generation Identification System: Criminal Justice Record of Arrest and Prosecution Background Service (“RAP Back”). This is in addition to submitting fingerprints during the application process.
