Position Summary
The Senior Program Manager for Operation GO NORTH provides leadership, coordination, and oversight of Monadnock Family Service’s (MFS) GO NORTH initiative. The Governor’s Office of New Opportunities & Rural Transformational Health (GO NORTH) program is intended to expand access to affordable and innovative health care in rural areas of New Hampshire. GO NORTH is funded by the Centers for Medicare and Medicaid’s Rural Health Transformation Fund Grant.
This Senior Manager-level position is responsible for guiding implementation of GO NORTH grant-funded projects, overseeing outcomes and compliance, and providing high-level project management to facilitate successful achievement of project goals within Federal timelines. The key projects that will fall under the Program Manager’s leadership align with the core scope of GO NORTH’s behavioral health initiatives. The initiatives are: CCBHC certification, workforce development, and advancing modernized information technology. The Program Manager also will serve as a key liaison among MFS leadership, community partners, and other healthcare providers. The goal of the external collaborations is to advance innovative approaches that improve access, quality, and outcomes for individuals receiving behavioral health services in the Monadnock Region.
This position is intended to support MFS’s GO NORTH initiatives, CCBHC transformation, and implementation efforts and is temporary in nature, with continuation dependent upon organizational needs and funding availability.
Essential Duties and Responsibilities
Program Leadership and Implementation
- Create and develop an Operation GO NORTH team of individuals to assist the Program Manager in achieving the goals of each of GO NORTH’s behavioral health initiatives.
- Co-supervise the Integrated Care Team.
- Lead the implementation of all GO NORTH initiatives in alignment with the contractual requirements and scope of work.
- Develop and maintain project plans, timelines, and implementation strategies to ensure timely and successful achievement of project goals and deliverables.
- Identify operational barriers and facilitate solutions to support project success.
- As Operation GO NORTH progresses, the Program Manager will:
- Serve as an organizational resource regarding CCBHC implementation, sustainability, regulatory readiness, and operational integration.
- Lead internal assessments of CCBHC readiness and implement strategies to address areas of deficiency.
- Oversee implementation and operationalization of federal and state CCBHC requirements, including service delivery standards, care coordination expectations, staffing requirements, quality metrics, and reporting obligations
GO NORTH Grant Oversight
- Shared responsibility for monitoring GO NORTH budgets, resource allocation, and project-related expenditures.
- Pro-actively assess grant spend down forecasts and recommend budget reclasses as necessary to ensure utilization of funds available.
- Ensures expenditures follow GO NORTH contractual obligations and scope of work.
Outcomes, Compliance, and Quality Improvement
- Collaborate with quality improvement, informatics and clinical leadership teams to evaluate GO NORTH program effectiveness through data collection and outcome measures.
- Shared responsibility with the Director Quality Improvement and Compliance for meeting regulatory compliance of GO NORTH initiatives.
- Support continuous quality improvement activities associated with GO NORTH initiatives.
- Prepare Executive- and Board-level reports and presentations related to project implementation progress, outcomes, and general status updates.
Rural Access and Service Expansion
- Coordinate expansion of services into identified high-need, rural communities.
- Assist in the development of new programs, workflows, and service delivery models to expand access to care in alignment with community needs and CCBHC requirements.
Community Collaboration and Partnerships
- Build and maintain strong relationships with healthcare providers, hospitals, schools, law enforcement agencies, community organizations, and other stakeholders as related to CCBHC requirements and implementation.
- With the assistance of the MFS Integrated Health Team, facilitate collaboration among community partners to improve care coordination and access to behavioral and physical health services.
- Organize and host project advisory meetings.
- Coordinate consumer, family, and community input into program development activities.
- Represent MFS at local, regional, and statewide meetings related to GO NORTH efforts.
Supervisory Responsibilities
- Provide supervision, oversight, and direction to Operation GO NORTH staff, Integrated Health Team, and other team members as assigned.
Additional Duties

Required Qualifications
- Master’s degree or higher in Public Health, Healthcare Administration, Human Services, or a related field.
- Eight years of program management, project coordination, or related experience.
- Five years of experience working with the healthcare sector, preferably behavioral and/or community health.
- Experience coordinating multiple projects and collaborating with various stakeholders.
- Work experience or familiarity with Certified Community Behavioral Health system of care and regulatory requirements.
- Work experience or familiarity with Information Systems Modernization.
- Ability to analyze program outcomes and use data to support decision-making.
- Ability to manage grant-related budgets and expenditures.
- Ability to work independently and collaboratively in a fast-paced environment.
- High degree of self-directedness and initiation.
- Strong organizational, communication, and problem-solving skills.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Experience in community mental health, CCBHCs, integrated care, rural health, or healthcare transformation initiatives.
- Experience with program implementation, quality improvement, and community partnership development.
