The Community Assistance Program (CAP) is excited to announce the 2026-2027 CAP Intern Program in partnership with Arizona State University's School of Social Work. CAP is responsible for providing on-scene crisis stabilization, victim advocacy, education, and resources to customers within the City of Phoenix. The Program also provides short-term case management to individuals who utilize the 9-1-1 system for non-emergent needs. Full-time staff within the Program serve as liaisons with community groups, social service agencies, and governmental entities to ensure effective operations of the Program.
Candidates for the 2026-2027 CAP Intern Program will be participating in a paid internship opportunity for individuals enrolled in Arizona State University's bachelor's or master's level program in the School of Social Work. Candidates selected for this role are required to fulfill a minimum of 288 hours per semester, inclusive of scheduled downtime when the team is not engaged in call activity.
Work involves interviewing clients to identify needs, determining assistance needed, referring to appropriate agencies, and performing follow-up contacts as needed. Responsibilities require considerable contact with individuals who have experienced traumatic events, substance use disorder, the unsheltered population, those living in poverty, and victims of crime. Additionally, this work requires working cooperatively with other agencies, police, and fire personnel. Interns in this role will be assigned a designated work location and will respond to 911 calls for service. Throughout the internship, each intern will be paired with a full-time Crisis Intervention Specialist. Interns must possess a valid Arizona driver's license, as driving responsibilities are required during scheduled shifts. Work schedules may include 10-hour shifts. Interns must also be able to work outdoors in varying weather conditions. Work assignments are received and reviewed by the Crisis Intervention Supervisor or Casework Services Coordinator.
Essential Duties/abilities Include And Are Not Limited To
- Provide on-scene crisis stabilization, de-escalation, and harm reduction.
- Develop rapport with clients and assist with the immediate emotional, physical, and safety needs, engage clients; natural support system, and stabilize the scene.
- Interview clients to determine their needs and refer them to the appropriate community agencies and services.
- Provide information on victims' rights, victim compensation, and complete safety assessments.
- Assess behavioral health needs and provide appropriate intervention.
- Provide information on grief counseling, substance use supportive services, and other community resources.
- Act as a liaison between the clients, police and fire personnel and community organizations/agencies.
- Demonstrate superior seamless customer services, integrity, ethics, and commitment to innovation, efficiency, and fiscally responsible activities.
- Learn effective interviewing techniques and procedures.
- Interpret social service programs regulations in a clear, accurate, and friendly manner to clients.
- Understand and respect social and cultural diversity at the local level.
- Understand forms and mechanisms of oppression and discrimination that lead to poverty, racism, nativism, sexism, heterosexism, classism, ablism, ageism, and religious oppression.
- Communicate orally with employees, clients, or the public using a phone, and in a face-to-face, one-to-one setting.
- Learn job related material primarily through oral instruction and observation. This training takes place mainly in an on-the-job training setting.
- Participate in weekly/monthly internship meetings.
- Complete all school required documentation in a timely manner and direct supervisor when a signature is required.
Intern candidates will be requested to attend an observation ride-along with a Crisis Response Unit if selected for an interview. At that time, candidates will be asked to provide a copy of their driver's license for a background check. A confidentiality agreement form will be sent to complete prior to the date of the ride.
Examples Of Shift Schedules Available For Internship Placement
The Community Assistance Program (CAP) has Crisis Response Units staffed 24 hours a day, 7 days a week. Interns can provide information on the days/nights of the week for which they are available, and CAP will attempt to place the intern on those days and timeframes.
Below are examples of shift time, a full list of available shifts will be provided at the time of the interview. These shift hours include weekday and weekend shifts.
Example Of 10-hour Shift Timeframes
- 5:00 AM to 3:00 PM
- 6:00 AM to 4:00 PM
- 7:00 AM to 5:00 PM
- 8:00 AM to 6:00 PM
- 6:00 PM to 4:00 AM
- 8:00 PM to 6:00 AM
- Please note that sleeping is not allowed during the shifts.
IDEAL CANDIDATE
- Skilled in communicating with and motivating people.
- Proficient in Microsoft Word.
SALARY
Pay and Hiring Range: $17.72 to $18.60 per hour.

- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Part-time employees are eligible for earned paid sick time, city training, and free or discounted bus and light rail fares.
Minimum Qualifications
- One year of experience working in a social service environment.
- Some college level course work in social work, sociology, social services, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
