Job Summary
The Spanish-Speaking Substance Use Counselor provides direct clinical services, including assessment, diagnosis, and treatment for addiction. Key responsibilities include:

  • Clinical Care: Conduct drug and alcohol assessments, crisis intervention, and individual/group therapy.
  • Support Services: Provide case management, skills training, and educational interventions.
  • Outreach: Deliver community presentations and serve as a liaison for Spanish-speaking populations.

Essential Job Functions:

  • Conduct ASAM assessments in Spanish; gathering data systematically from the participant and other available collateral sources. Obtain and interpret all relevant assessment information to provide appropriate level of care recommendations.
  • Identify and formulate mutually agreed upon and measurable treatment outcomes and strategies, creating a person-centered treatment plan for each participant at the time of assessment and maintain that treatment plan throughout their participant engagement.
  • Describe and document treatment process, progress, competencies, and outcomes relative to treatment goals. Apply placement, continued care, relapse prevention and service conclusion or transfer criteria.
  • Obtain all records from referents and ensure all collateral documentation is included in a participant’s chart
  • Provide and document service coordination activities.
  • Complete Urine Analysis through rapid test methods and send for additional testing as necessary. At times, urine collection will be observed.
  • Facilitate groups and maintain all documentation required for participant service coordination.
  • Provide community presentations and liaison work with Community Partners surrounding culturally responsive Spanish speaking BHRN program.
  • Describe the health and behavior problems related to substance use, including transmission and prevention of HIV/AIDS, TB, STD’s and other infectious diseases.
  • Teach life skills, including but not limited to, stress management, relaxation, and refusal skills.
  • Participant records are complying 90% of the time, as indicated by record reviews.
  • Complete progress notes and documentation for each encounter within 48 hours of service.
  • Complete, review, and update recovery plans with clients. Complete a progress note documenting the review process
  • Develop a discharge plan or transfer with clients prior to a planned conclusion or transfer. Discharge plans should include coordinated with ADES and DMV for completion of DUII services.
  • Attend and participate in all treatment team meetings and all staff trainings, as assigned.
  • Meet with supervisor on a regular basis.
  • Perform related tasks as assigned.

Required Skills:

  • Must have fluency in Spanish.
  • Ability to communicate effectively, understand A&D Assessment (ASAM), treatment and service terminology and apply each of these concepts, develop & implement a treatment plan that includes appropriate treatment strategies for individual client needs, in addition to coordinating services identified in an ISSP.
  • Ability to obtain a CADC-R, at minimum ,upon hire.
  • Ability to pass a criminal background check.
  • Valid Oregon Driver’s License (or ability to obtain within 6 months of hire).
  • Demonstrated computer and keyboard proficiency.
  • Excellent written and verbal communication skills.
  • ASAM Level of Care protocols; Basic knowledge/proficiency in DSM-V diagnostic protocols.

Physical Requirements:

  • Ability to meet the following physical requirements with or without reasonable accommodation:
  • Use hands to manipulate, handle, feel, and control items or equipment;
  • Walk, bend, kneel, and reach;
  • Lift 25 lbs
  • Stand and/or sit for long periods of time;
  • Talk, hear, and communicate with clients;
  • Ability to read, write, and interpret written documents.

Minimum Requirements:

Education

  • CADC Required.
  • Must meet qualifications for a Qualified Mental Health Associate (QMHA). Bachelor’s Degree in human/social services field (social work, public or community health, psychology) or related field or 2 years of experience working in human services, preferred.

Experience

  • Experience with providing Alcohol and Drug Treatment in Spanish
  • Experience with providing Adult Outpatient Services.
  • Experience working with ethnic, racial, economic and sexually diverse populations.

Licenses

  • Must have a current driver’s license and the ability to meet Sequoia’s driving requirements.
