JOB DESCRIPTION: Under the direct supervision of the Ryan White Substance Abuse Counselor Supervisor, the Ryan White Substance Abuse Counselor is responsible for ensuring all substance abuse program objectives are met and reports are submitted in a timely manner in accordance with all Ryan White Policies and Procedures Standards of Care.

RESPONSIBILITIES: The Substance Abuse Counselor will fulfill the following duties: 1. Schedule an intake and assessment appointment within three (3) working days of a client requesting substance abuse treatment services (appointments will be scheduled in one (1) day in cases of emergencies). 2. Create a treatment plan within 30 calendar days of completed comprehensive psychosocial assessment specific to individual client needs. 3. Input documentation of intake information and progress notes in the client’s file and in ARIES within five (5) working days of services rendered. 4. Conduct case conferences with members of the client’s multi-disciplinary team. 5. Participate in weekly supervision sessions and training with Ryan White Substance Abuse Counselor Supervisor. 6. Develop and maintain contacts with other organizations that provide similar client-centered services. 7. Develop relationships and knowledge of eligibility requirements of substance abuse treatment centers to be able to secure admission for clients who desire treatment. 8. Perform duties, as necessary, to assist the Agency to effectively navigate clients between BEAT Outreach/Education, Case Management, Mental Health, and Substance Abuse programs. 9. Function within the organizational guidelines, policies, and procedures, as well as those of the funding source. 10. Any other duties as directed by immediate supervisor or Executive Director.

MINIMUM QUALIFICATIONS: 1. Licensed by the State of Texas to provide substance abuse counseling (e.g., LPC, LCSW, LMSW, LMFT, LCDC, CDAC, licensed clinical psychologist), or a Counselor in Training (CIT) supervised by an appropriate licensed/certified professional, AND 2. Two years of experience in HIV or other catastrophic illnesses and continuing education in HIV, AND 3. One year experience in family counseling as pertaining to substance abuse, AND 4. Non-violent crisis intervention training, AND 5. Professional liability coverage for individuals and for the agency, AND 6. At least three (3) hours annually of cultural competency training as required in the Universal Standards of Care regarding populations who have an incidence of HIV infection in the TGA (e.g., ethnic, gay/lesbian/bisexual/transgender, women, homeless, adolescents, sex trade workers, deaf/hard of hearing, drug cultures, AND 7. Training in mental health issues and knowing when to refer a client to a mental health program/counselor, AND 8. Supervision as required by licensure. Must have a valid Driver's License and Proof of Insurance

MINIMUM SKILLS: Work or volunteer experience in areas similar to BEAT AIDS’ target community. Good written and verbal communication skills, a high degree of sensitivity, and some background and knowledge of HIV/AIDS.
