Duties

The incumbent provides the appropriate level of case management and supportive services, primarily
in the community or in the home, to Veterans based on their needs and wants. Making regular home
visits, based on the acuity level of the Veteran, to assess Veterans' housing stability, social and
community integration, and recovery process. Additionally, home visits help ensure the residences are
safe environments and in compliance with HQS. You must possess a valid driver license. The
incumbent provides training for other members of the multidisciplinary treatment team in areas related
to SUD assessment, anger management, life skills, and SUD with co-occurring disorders. The
incumbent independently conducts intake and needs assessment of homeless Veterans and their
significant others, as well as Veterans already housed with HUD/VASH. The incumbent identifies
symptoms leading to diagnoses of SUD.

The incumbent provides all necessary assessment functions, e.g., interviewing, histories, and SUD
assessments to aid in the development of treatment plans. The incumbent develops comprehensive
treatment plans with the Veteran that address the factors that contributed to homelessness, including
SUD and other co-occurring factors within a recovery model framework. Incumbent works with the
Veteran to realize the Veteran's treatment goals and reassesses and revises goals as indicated by the
Veteran's engagement in treatment.

The incumbent organizes and conducts individual and group SUD treatment, to include early
interventions and supportive follow-up to ensure stability in home visits and facility-based contacts.
Incumbent provides SUD support to the HUD-VASH team as a functional member of this team, to
include consultation, interventions, or accompanying other case managers on home visits, when
indicated by suspicion of HUD-VASH participant SUD use.

The incumbent serves as a member of a multidisciplinary homeless program treatment team.
Incumbent maintains a caseload as determined by HUD/VASH Coordinator, Manager, & Service
Chiefs. The incumbent will develop partnerships with community agencies, especially those serving
homeless and SUD Veterans, with regular contact and communication. The incumbent will provide
liaison services with other programs referring homeless Veterans to HUD-VASH to ensure continuity
of care and promote successful transition of Veterans from one program to another. The incumbent
will provide consultative services within HUD-VASH, as needed. Incumbent will participate in policy
making, goal setting, and treatment service planning discussions with other members of HUD-VASH
and Homeless Programs.

Work Schedule: Monday - Friday, 8am to 4:30pm

Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Licensure. Must hold a full, current, unrestricted licensure as a Social Worker in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
  • Education. Posses a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to meeting the above basic requirements, applicants must possess the below grade requirements to be found qualified for this position.
  • Education. One year of experience equivalent to the GS-11 grade level.
    • AND,
  • Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • Knowledge, Skills and Abilities (KSAs). In addition to the above grade requirements, applicants must clearly demonstrate the following KSAs:
    1. Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.
    2. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.
    3. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
    4. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
    5. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
Preferred Experience: 2 years of post license clinical SW experience
