Job Description

SUMMARY

We are seeking a highly skilled and compassionate Program Manager to lead our Substance Use Disorder (SUD) programs. The Program Manager will oversee program operations, supervise staff, and ensure high-quality services that align with the agency’s mission, vision, and core values: Respect, Responsibility, Resourcefulness, Resiliency, and Recovery. This role is pivotal in maintaining program compliance, fiscal health, staff development, and community partnerships.

ESSENTIAL DUTIES

Leadership & Supervision

  • Supervise and support counselors and support staff overseeing client cases.
  • Provide individual and group clinical supervision (within BBS-approved guidelines).
  • Mentor, coach, and train staff in clinical competencies, case management, and agency protocols.
  • Role model professionalism, clinical presence, and trauma-informed care principles.
  • Be available for after-hours staff/client support as needed.

Program Operations & Quality Assurance

  • Monitor and evaluate program effectiveness; implement quality improvement initiatives.
  • Conduct regular audits and reviews of client charts for documentation accuracy (e.g., treatment plans, progress notes, Drug Medi-Cal compliance).
  • Oversee and ensure proper use of DSM-V and ICD-10 coding for diagnosis and billing.
  • Participate in agency-wide program evaluations and ensure compliance with Title 22 and DMC-ODS regulations.
  • Manage program schedules, calendars, and clinical supervision timelines.

Administrative & Fiscal Oversight

  • Maintain knowledge of and enforce state laws, regulatory updates, and agency policies.
  • Collaborate with Executive and Program Directors on staffing, operations, and performance planning.
  • Prepare reports, conduct year-end assessments, and contribute to strategic planning.

Community Engagement & Representation

  • Represent the agency at SAPC provider meetings, SPA 7 coalitions, interagency workgroups, and conferences.
  • Build and sustain strong relationships with community partners, stakeholders, and referral sources.

POSITION REQUIREMENTS
To perform effectively in this position, the individual must have:

  • Master’s degree in Social Work, Psychology, or related field (MSW, MA/MS).
  • Registered with the California Board of Behavioral Sciences (BBS) as an Associate Clinical Social Worker (ASW) or Associate Marriage and Family Therapist (AMFT) working toward licensure (LCSW or LMFT), OR currently licensed as an LCSW or LMFT in good standing.
  • Minimum 2 years of SUD experience (within the last 5 years) in a clinical setting.
  • Minimum 1 year management experience.
  • Proven ability to lead, mentor, and manage clinical teams with professionalism and accountability.
  • In-depth knowledge of SUD treatment models, dual diagnosis, and Medi-Cal billing.
  • Familiarity with legal/ethical standards in behavioral health, including child/adult abuse reporting.
  • Experience with diverse populations and cultural competency.
  • Proficient in MS Office and clinical documentation systems.
  • Bilingual (Spanish/English) strongly preferred.
