Contra Costa/Berkeley Housing Counselor Job Description

Full Time Position – 35 Hours a Week

Pay Range: $24.00 hourly

ECHO Housing is a private non-profit organization, which offers a variety of housing counseling programs to residents in jurisdictions in the Counties of Alameda, Contra Costa, and Monterey, as follows: fair housing counseling and investigation; tenant/property owner counseling and mediation; shared housing counseling and placement; pre-purchase counseling and education; rental assistance; and homeseeking services.

Job Overview

In an effort to provide assistance to underserved areas, ECHO Housing is providing fair housing and tenant/property owner services to Oakland, Berkeley and Contra Costa Counties. The Housing Counselor is responsible for providing timely counseling and conciliation, and investigation of complaints of illegal housing discrimination and publicizing fair housing and tenant/property owner services to the community.

Duties and Responsibilities

1. Responsible for direct services, as follows:

• Provide Fair Housing Counseling and Education to renters and housing providers, and investigation of complaints of housing discrimination.
• Provide tenant/property owner Counseling and Conciliation regarding evictions, habitability issues, rent increases, illegal entry, harassment, and other rental housing matters.

2. Recruit fair housing testers for investigative and targeted testing programs.

3. Conducts marketing and outreach in the form of presentations, workshops, and distribution of flyers and brochures.

4. Responsible for meeting goals and objectives as set forth in contract.

5. Prepares all statistical reports.

Qualifications

1. Must possess or pass the HUD housing counselor exam as a condition of employment.

2. Associate’s degree in related field and/or relevant experience.

3. Knowledge of housing issues or experience with tenant/property owner counseling, housing discrimination, shared housing, or other related programs.

4. Ability to communicate effectively (oral, written, and listening skills) with clients, city staff, and community groups.

5. Bilingual in Spanish necessary.

6. Use of an insured automobile and a valid California Driver's License.

ECHO Housing provides full medical coverage for employees working 20+ hours per week, as well as the option of a payroll deducted dental plan. Full-time employees work 35 hours per week, and are entitled to eleven holidays per year, two weeks of annual vacation (which increases with time), and additional leave days off. Part-time employees are eligible for prorated holidays, annual vacation, and prorated additional leave days off.
