Counselor and Compliance Specialist at Pink Chances Med Corp – California Licensed Narcotic Treatment Program (NTP)

Job Type: Full-time

Job Summary

The NTP Counselor & Compliance Specialist provides patient counseling and supports the oversight of compliance, quality assurance, accreditation, and legal obligations for the Narcotic Treatment Program (NTP) licensed by the California Department of Health Care Services (DHCS) and certified by the Los Angeles County Department of Public Health.

This position requires active certification or licensure that meets DHCS requirements for counselors working in NTPs, ensuring both clinical counseling and regulatory compliance standards are upheld.

Duties and Responsibilities

· Provide individual and group counseling to patients enrolled in the NTP, in compliance with Title 9 CCR, DHCS, and Los Angeles County standards.

· Develop and update treatment plans within DHCS timelines

· Document counseling sessions and patient progress in compliance with DHCS, LA County, and Joint Commission requirements.

· Monitor and ensure compliance with federal, state, and Los Angeles County regulations governing NTPs, including SAMHSA, DEA, DHCS, and accreditation bodies.

· Support the preparation and submission of licensure, certification, and accreditation applications and renewals.

· Participate in the Quality Improvement Program, ensuring compliance with LA County/DHCS performance measures.

· Conduct internal audits and support mock surveys for DHCS, LA County, and accrediting agencies.

· Assist in compliance incident investigations, corrective action planning, and patient grievance tracking.

· Maintain compliance with DHCS counselor certification/licensure requirements, including tracking renewals and CEUs.

· Participate in interdisciplinary team meetings to coordinate patient care and compliance oversight.

Required Qualifications

· Must hold and maintain current certification as an Alcohol and Drug Counselor from a DHCS-approved certifying organization (CCAPP, CADTP, or CAADE) OR a valid clinical license recognized by DHCS (e.g., LCSW, LMFT, LPCC, Psychologist, Physician).

· Minimum of 2 years’ counseling experience in an NTP or substance use disorder treatment setting.

· Strong knowledge of Title 9 CCR, DHCS OTP requirements, Los Angeles County certification standards, HIPAA, 42 CFR Part 2, DEA, OSHA, and The Joint Commission standards.

· Excellent counseling, communication, and documentation skills.

· Proficiency in Microsoft Office and electronic health record (EHR/EMR) systems.

Education and Experience

· Bachelor’s Degree preferred in Psychology, Counseling, Social Work, Public Health, or a related field.

· Demonstrated experience with counseling in substance use disorder/NTP settings, including compliance documentation.

· Prior involvement in state/county audits or accreditation surveys (Joint Commission, CARF) strongly preferred.

Preferred Certifications

· Certified in Healthcare Compliance (CHC) or equivalent, in addition to counselor certification/licensure.

· Familiarity with DHCS licensing portals, Los Angeles County Department of Public Health systems, SAMHSA OTP Extranet, and credentialing databases.
