Position Summary

The ROSS (Resident Opportunities and Self-Sufficiency) Service Coordinator is a grant-funded position which plays a vital role in linking public housing residents with supportive services and programs designed to promote economic independence and housing stability. This position requires strong coordination, communication, and case management skills to support families, youth, seniors, and persons with disabilities in achieving their self-sufficiency goals. The Service Coordinator works collaboratively with residents, service providers, and public housing staff to develop and implement individualized service plans and community-wide engagement strategies.

Essential Functions

  • Serve as a primary point of contact for ROSS program participants.
  • Conduct individual assessments and develop tailored Individual Training and Services Plans (ITSPs) for residents.
  • Provide ongoing case management or coaching to ensure progress toward self-sufficiency goals.
  • Identify, engage, and maintain partnerships with local service providers to support participant needs.
  • Coordinate referrals to employment services, education programs, health and wellness resources, financial literacy, childcare, transportation, and other supportive services.
  • Facilitate workshops, orientations, and events to promote resident engagement and education.
  • Track and document all participant activities, service outcomes, and progress using approved systems (e.g., FamilyMetrics or similar platforms).
  • Maintain compliance with HUD ROSS program requirements, data collection, and reporting protocols.
  • Support resident recruitment, enrollment, and retention in the ROSS program.
  • Promote inclusion and equitable access to services for youth, adults, senior citizens, and persons with disabilities.
  • Communicate regularly with internal staff and leadership regarding participant outcomes, program needs, and partnership development.
  • Participate in weekly internal meetings and external coordination calls, trainings, or learning communities as required by HUD or the agency.
  • Performs other duties as assigned.

Performance Standards

  • Resident Engagement – Conducts timely assessments, develops realistic ITSPs, and maintains regular contact to support resident progress.
  • Case Management – Provides consistent coaching, tracks referrals, and documents outcomes accurately and on time.
  • Partnerships – Builds and maintains relationships with service providers; coordinates referrals and joint initiatives effectively.
  • Compliance & Reporting – Accurately enters data, meets reporting deadlines, and ensures compliance with HUD and agency requirements.
  • Workshops & Events – Plans and delivers workshops and activities that address resident needs and encourage participation.
  • Collaboration & Professionalism – Communicates effectively with staff, partners, and residents; maintains confidentiality and professional conduct.
  • Adaptability – Responds flexibly to resident needs, program changes, and scheduling requirements.

Minimum Qualifications

  • Bachelor’s degree in Social Work, Psychology, Gerontology, or related social science field; or a minimum of two (2) years of relevant experience coordinating services for low-income populations.
  • Knowledge of local, state, and federal public benefit programs.
  • Experience working with youth, seniors, and/or individuals with disabilities.
  • Familiarity with legal liability issues related to service coordination.
  • Demonstrated experience in case management or coaching.
  • Proven ability to coordinate service delivery with multiple providers.
  • Experience in client and partner recruitment, enrollment, and retention.
  • Strong written and verbal communication skills, particularly with underserved populations.
  • Ability to manage confidential information and uphold professional ethics.
  • Proficient in Microsoft Office, data systems, and virtual platforms for reporting and coordination.

Preferred Qualifications

  • Experience working in a public housing or HUD-funded program setting.
  • Familiarity with HUD’s ROSS Program goals and reporting systems.
  • Bilingual skills a plus.

Special Requirements

  • Must possess a valid driver’s license
  • Subject to a background check and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.
  • This position requires frequent interaction with residents, community partners, and agency departments.
  • Some evenings and weekends may be required for events or outreach efforts.
  • Occasional travel within the city or region for partnership meetings, training, or service coordination.

Knowledge, Skills, & Abilities

  • Knowledge of social services, case management, supportive housing, and HUD ROSS program requirements.
  • Knowledge of community resources, public benefits, and confidentiality/ethics in service coordination.
  • Knowledge of data systems (e.g., FamilyMetrics) and reporting practices.
  • Skilled in case management, assessments, and developing Individual Training and Service Plans (ITSPs).
  • Strong communication skills (verbal, written, and interpersonal) with diverse populations.
  • Ability to build and maintain partnerships with service providers and community organizations.
  • Proficient in Microsoft Office, data entry, and virtual platforms.
  • Ability to facilitate resident workshops, events, and engagement activities.
  • Strong organizational and time management skills; able to balance multiple priorities.
  • Ability to motivate residents, manage caseloads, and ensure compliance and accurate reporting.
  • Ability to analyze resident needs, identify barriers, and implement solutions.
  • Ability to collaborate effectively and adapt to changing program needs or HUD requirements.

Physical Requirements

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 30 pounds. This position requires depth, color, and texture perception.
